AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $356,200 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE PURCHASE OF EQUIPMENT, TRAINING, AND RELATED SUPPLIES TO FURTHER ENHANCE THE POLICE DEPARTMENT'S DNA CAPABILITIES, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations Grants Fund in the amount of $356,200 from available funds for the purpose of funding the purchase of equipment, training, and related supplies to further enhance the Police Department's DNA capabilities. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 14286 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriafions, in which instance said conflicting provisions of said prior ordinances and appropriafions are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY ~ J~ - Assista t ity APttorney 1 1.7 ' p~ Date 7~~ 30 .200/ Adopted 3/ -~ao i Effective City of Fort Worth, Texas M,,A~oe and Council CommunicAtion DATE REFERENCE NUMBER LOG NAME PAGE 1/30/01 **G-13140 35FORENSIC 1 of 2 SUBJECT POLICE FORENSIC LABORATORY DNA ENHANCEMENT PROGRAM RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Governor's Office, Criminal Justice Division in the amount of $356,200, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $356,200 from available funds DISCUSSION Police laboratory personnel were contacted by Ron Urbanovski, Director of the State of Texas Department of Public Safety Crime Labs Mr Urbanovski advised that there were some unspent monies under the Texas Narcotics Control Program which are administered through the Texas Criminal Justice Division The monies could be spent to purchase equipment, training, or related supplies to further enhance our DNA capabilities, however, no additional personnel could be hired The grant period would be for one year, but could be extended at no cost, or possibly renewed The equipment to be purchased will allow the serologists to address the backlog of STR (Short Tandem Repeat) DNA cases There are approximately 400 rape-homicide and sexual assault cases from the past 6 years where the suspect was a stranger Testing the evidence on these cases for STR DNA will allow the serologists to add this information to the national DNA database (CODIS) in an attempt to connect cases (e g serial rapes) Also, lab personnel will be able to compare the results to the types from convicted offenders. Lab personnel have the capability to do this now, but the backlog is so large they are unable to make a significant reduction without the additional instruments The purchase and validation of the instruments will take a significant portion of the first year, so the backlog number will not decrease until the second year, which is normal in the forensic community The funding period for this program is expected to begin March 1, 2001, and end February 28, 2002.
