AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND, AWARDED ASSETS, BY $153,466.00 FROM AVAILABLE FUNDS FOR
THE PURPOSE OF FUNDING THE FISCAL YEAR 2000-2001 CRIMINAL JUSTICE GRANT
PROPOSALS, PROVIDING FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropnarions in the Special Trust Fund, Awarded
Assets, by $153,466.00 from available funds for the purpose of funding the This Fiscal Year 2000-2001 Criminal Justice
Grant Proposals.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remammg portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded, two grants from the Governor's
Office Criminal Justice Division in the amount of $152,701, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund, Awarded Assets, by $153,466 from available funds, and
3 Authorize the transfer of $153,466 from the Special Trust Fund, Awarded Assets, to the Grants
Fund for the City's match, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $306,167 subject to receipt of the grant.
DISCUSSION
Each year, the Governor's Office of Criminal Justice funds projects for various law enforcement
agencies throughout the state, based on grant applications submitted by the agencies Criminal Justice
grant applications from agencies in the Metroplex area will be reviewed by the North Central Texas
Council of Governments The Police Department has developed two renewal projects, and they are
listed below
Child Violence Intervention Project/4
A full-time human services specialist will continue to work with the five police detectives from the
Crimes Against Children Unit. All six staff members will continue to be assigned to the Alliance for
Children facility The primary focus is to serve 10 primary victims per month in person The immediate
family and/or secondary victims would then be included for in-person services Additionally, the victim
will be provided one-on-one crisis intervention, information and referral, if necessary, and assistance
with filling out victims' compensation forms. One hundred seventy-five child victims/families have been
seen in person and 1,450 primary and secondary child crime victims have been mailed Crime Victims
Compensation applications The human services specialist shall also serve as a community liaison and
attempt to enlist community interest and support in addressing this critical problem

2 Sex Offender Registration/Monitoring Unit/3
The focus of this project is to create an extension of the sex offender registration program through
monitoring and surveillance of registered sex offenders living within the City of Fort Worth Two
detectives will continue assisting in the registration of offenders and conducting investigations. The
officer will continue to monitor and conduct surveillance on the registered offenders The office
assistant will continue to perform data entry, information retrieval, production of reports, and other
clerical activities. One thousand and eight registered sex offenders have been monitored for
compliance, surveillance operations have been conducted on 230 registered offenders, and, 328
investigations have been conducted on registered sex offenders.

*Indirect costs per approved indirect cost rates computed by David M Griffith, Inc. for the City of Fort
Worth (19 06°!o for the Police Department), and as specified by the Accounting Division of the Finance
Department. Additionally, the Criminal Justice Division has mandated that in the event of any misuse or
loss of issued Criminal Justice Division funds, the City will replace these funds in full
Pre-applications have been submitted to the North Central Texas Council of Governments in order to
meet state budget estimate deadlines The North Central Texas Council of Governments will prioritize
all grant applications and, shortly afterwards, it will be known which projects can reasonably be
expected to receive state funds. The required matching funds for these grants will be budgeted in the
Special Trust Fund as part of the normal budget process.
