ORDINANCE NO ~ ~~zo~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANT FUND BY $100,000, SUBJECT TO THE
RECEIPT OF THE GRANT FROM THE U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT (HUD) FOR THE PURPOSE OF FUNDING
HOMEOWNERSHIP COUNSELING SERVICES, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CTTY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grant Fund by $100,000, subject to the receipt. of the grant from the U.S. Department of Housing and Urban
Development , for the purpose of funding Homeownership Counseling Services.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13886 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained

COUNSELING SERVICES
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to accept, if offered, a grant for $100,000 from the U S Department of
Housing and Urban Development (HUD) for Housing Counseling Services, and
2 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Grants Fund by $100,000, subject to receipt of the grant; and
3 Certify that the activities to be funded with the Housing Counseling Services funds are consistent
with the City's Consolidated Plan
DISCUSSION
HUD recently issued a competitive Notice of Fund Availability (SuperNOFA No 1) covering several HUD
programs, including $13,100,000 for the Housing Counseling Services program Local entities certified
by HUD as housing counseling agencies can apply for this fund in an amount not to exceed $100,000
The Housing Department successfully competed for this fund in 1999, and was awarded $29,552 in
December 1999
The Housing Department was certified by HUD as a housing counseling agency on December 19,
1997 In September 1998 (M&C G-12337), the City Council approved the Housing Counseling
Program design, as well as the authority to receive private donations
The City, through the Housing Finance Corporation and its other non-profit partners, administers an
infill housing development program in the central City, utilizing City-owned vacant properties and/or
properties acquired from private owners The objectives of this program are to make housing more
affordable to low-income families, revitalize neighborhoods, and return these properties to the tax roll
The City also has a City-wide homeownership program offering closing costs, down-payment
assistance, and soft second mortgages to make housing affordable to low-income families
Homeownership counseling is a critical component of these programs and is required of all
homebuyers Educational and outreach programs, which are eligible activities under this grant, are
particularly needed among low-income, minority, and other underserved groups
The Housing Department has been providing outreach, intake, and homeownership counseling services
to potential homebuyers for five years Its focus is on first-time homebuyers Last year, more than
1,700 clients received housing counseling services The proposed number of clients to be served with
this grant is more than 1,800

COUNSELING SERVICES
The City's housing counseling program follows HUD's guidelines for housing counseling services It
includes intake and screening, homeownership training and counseling, referral, and follow-up The
training and counseling component covers City, HUD, and other programs, pre-purchase, pre-occupancy,
post-occupancy, management and budget counseling, short-term credit repair, and mortgage default
counseling
The housing counseling services are available in ALL COUNCIL DISTRICTS
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon receipt of the grant and adoption of the attached appropriation
ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund
