AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE
AMOUNT OF $28,892.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
FUNDING A CONTRACT WITH GARCIA AND ASSOCIATES, INC. FOR
PAVEMENT RECONSTRUCTION AND WATER MAIN REPLAACEMENTS
ON AVENUES A, C AND E (NASHVILLE TO CONNER), MCKENZIE STREET
(NASHVILLE TO AVENUE D), THRALL STREET (ROSEDALE TO
NASHVILLE) AND CONNER STREET (ROSEDALE TO VICKERY),
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $28,892.00 from available funds for the purpose of funding a contract
with Garcia and Associates, Inc. for pavement reconstruction and water main replacements on Avenues A, C and
E (Nashville to Conner), McKenzie Street (Nashville to Avenue D), Thrall Street (Rosedale to Nashville) and
Conner Street (Rosedale to Vickery)
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain u1 full force and effect.
SECTION 3
Tl1at this ordinance shall be cumulative of Ordinance No 13886 and all other ordinances and appropriations
amendu1g the same except m those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This orduzance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer $28,892 from the Water and Sewer Operating Fund to the
Water Capital Project Fund, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $28,892 from available funds, and
3 Authorize the City Manager to execute a contract with Garcia and Associates, Inc. in the amount of
$95,305 to design Phase 2 Polytechnic Heights Educational Corridor Infrastructure Improvements
for pavement reconstruction and water main replacements on Avenues A, C and E (Nashville to
Conner), McKenzie Street (Nashville to Avenue D), Thrall Street (Rosedale to Nashville), and
Conner Street (Rosedale to Vickery)
DISCUSSION
The Polytechnic Heights Educational Corridor (PHEC) is an area bound by East Rosedale- Street on the
south, Bishop Street on the east, the Union Pacific Railroad on the north, and Beach Street on the
west. The PHEC is a special area targeted for redevelopment as envisioned in Texas Wesleyan
University's Master Plan Projects include physical improvements to Polytechnic High School and
William James Middle School, and improvements in the adjoining neighborhood as approved by the
City Representatives of the three schools, the recently formed EI Poly Pyramid Neighborhood
Association, and various City departments constitute the Planning Committee for this area
The City has focused initial efforts on the Nashville triangle neighborhood bound by East Rosedale on
the south, Nashville Avenue on the east, East Vickery on the north, and Beach Street on the west The
Housing, Planning, Transportation and Public Works, Water, Engineering, and Police Departments
have been meeting with the neighborhood to develop a strategic plan The plan includes street and
utility improvements, housing programs, traffic control, crime prevention programs, landscaping and
other neighborhood improvements
On March '23, 1999 (M&C C-17337), the City Council authorized the City Manager to execute an
engineering, services agreement with Garcia and Associates, Inc. to design Phase 1 Polytechnic
Heights Educational Corridor Infrastructure Improvements

ROSEDALE TO VICKERY
Phase 1 of this project included street reconstruction and water main replacement on Avenue B
(Nashville to Conner) and.Avenue D (Nashville to Conner)
The infrastructure improvements proposed under this Phase 2 recommendation consist of pavement
reconstruction and water main replacement on Avenues A, C and E (Nashville to Conner), McKenzie
Street (Nashville to Avenue D), Thrall Street (Rosedale to Nashville), and Conner Street (Rosedale to
Vickery) Water facilities within these street limits will be replaced to current City standards The street
improvements are to be funded by the Community Development Block Grant. The Water Department
will fund the water improvements
The contract also provides funding to complete a design survey for the entire project. Garcia and
Associates, Inc is in compliance with the City's M/WBE Ordinance by committing to 25% M/V1lBE
participation The City's goal on this project is 25%
The project is located in COUNCIL DISTRICT 8, Mapsco 78J and K.
In addition to the contract amount, $1,200 is required for water management by the Engineering
Department
FISCAL INFORMATIONICERTIFICATION
The Finance Director certifies that upon approval and completion of recommendation 1 and adoption of
the attached appropriation ordinance, funds will be available in the current capital budgets, as
appropriated, of the Water Capital Project Fund and the Grants Fund
