HomeMy WebLinkAboutOrdinance 14304Ordinance No. ` / ~ ~ / AN ORDINANCE APPROPRIATING $68,000 IN THE GENERAL FUND AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR PURPOSE OF PROVIDING FUNDING FOR INCREASED SUPPORT OF FORT WORTH SISTER CITIES INTERNATIONAL, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of the City Manager, there shall also be increased appropriation in the General Fund in the amount of $68,000; thereby decreasing the unreserved, undesignated General Fund balance by the same amount for the purpose providing funding for increased support of Fort Worth Sister Cities International. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent junsdiction, such decision, opinion or judgment shall in no way impair the remauung portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. City of Fort Worth, Texas ~1-~A~a~ And C,ounc~il anlnlun~cA#~an C DATE REFERENCE NUMBER LOG NAME PAGE 8/15/00 C-18192 02SISTER 1 of 2 SUBJECT SUPPLEMENTAL APPROPRIATION TO SUPPORT INCREASED FORT WORTH SISTER CITIES INTERNATIONAL SERVICE LEVELS AND AUTHORIZATION OF CONTRACT AMENDMENT RECOMMENDATION It is recommended that the City Council 1 Adopt the attached appropriation ordinance increasing appropriations in the General Fund by $68,000 and decreasing the unreserved, undesignated General Fund balance by the same amount; and 2 Authorize the transfer of $68,000 from the General Fund to the Culture and Tourism Fund, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $68,000 in the Culture and Tourism Fund/Sister Cities from available funds, and 4 Authorize the City Manager to execute a contract amendment with Fort Worth Sister Cities International to increase the amount paid to Fort Worth Sister Cities International by $68,000 for the increased level of services rendered to the City DISCUSSION Because the City of Fort Worth is a primary user of Fort Worth Sister Cities international (FWSCI) programs and services, it is recommended that the City increase its support of that organization to ensure the continuation of current high service levels and quality Fort Worth Sister Cities International's purpose is, "to cultivate successful relationships and international understanding among the youth, adults, businesses and organizations of Fort Worth and its Sister Cities through educational, leadership and exchange programs " The expectation is that the established Sister Cities relationships promote local tourism and the convention and hotel industries In promotion of that goal, Sister Cities programs and services have expanded to include six City of Fort Worth Sister Cities relationships. The programs and services FWSCI provides have increased during the past few years At the same time, other Sister Cities International revenues have not increased sufficiently to cover the increased expenses. Consequently, there is a need for the City to increase its contractual volume of work with, and funding for, FWSCI to ensure continued high service levels and quality ,:{ City of Fort Worth, Texas M,,A~o~ and C.ounci!
