AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
PARKS AND COMMUNITY SERVICES IMPROVEMENT FUND IN THE AMOUNT OF $98,650
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH BOTANICAL
TECHNOLOGIES, INC., FOR IMPROVEMENTS TO SYCAMORE PARK YOUTH COMPLEX,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Parks and Community Services
Improvement Fund in the amount of $98,650 from available funds for the purpose of funding a contract with Botanical
Technologies, Inc., for improvements to Sycamore Park Youth Complex.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

TO SYCAMORE PARK YOUTH SPORTS COMPLEX, ALLOCATION OF CDBG FUNDS
RECOMMENDATION
It is recommended that the City Council
1 Accept a donation from the Amon G Carter Foundation of $75,000 00 for the purpose of
improvements at Sycamore Park, and
2 Accept a donation from the Youth Sports Council of Fort Worth, Inc. of $23,650 00 for the purpose
of improvements at Sycamore Park; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Parks and Community Services Improvement Fund by $98,650 00 from available funds, and
4 Authorize the transfer of $260,000 00 in Community Development Block Grant (CDBG)
unprogrammed funds for the Sycamore Park Youth Sports Complex; and
5 Authorize the City Manager to execute a contract with Botanical Technologies, Inc. in the amount of
$972,586 04 for improvements to the Sycamore Youth Sports Complex.
DISCUSSION
The 1998 Capital Improvement Program allocated $300,000 00 for ballfield improvements at Sycamore
Park. Additionally, $433,000 00 was allocated for the roadway and parking improvements to
accommodate ballfield improvements On December 15, 1998 (M&C C-17193), the City Council
approved an award of contract in the amount of $34,240 00 to Carter and Burgess, Inc. to provide
professional design services for the Sycamore Park Road and Parking Improvements.
On July 31, 1998, the Youth Sports Council of Fort Worth, Inc. entered into a professional design
agreement with Carter and Burgess, Inc. to develop plans and specifications for a youth sports complex
in Sycamore Park. The value of these services was $101,350 00 To assist in the funding of this
project, the Amon G Carter Foundation will be donating $75,000 00 toward the development cost of the
sports complex. Additionally, the Youth Sports Council of Fort Worth, Inc. will donate $23,650 00
toward the project.
To complete the funding for the project, $260,000 00 in CDBG funds is recommended to be allocated
for this project. A comment period on the use of CDBG funds for this project was held from January 8,
2000 to February 8, 2000 in accordance with Title 24, Part 91, Section 105 of the Code of Federal
Regulation as an amendment to the Consolidated Action Plan adopted by the City for Fiscal Year 1999-
2000 No comments were received regarding this proposed allocation

The base bid consists of partial demolition of existing facilities including three lighted fields, one tee-ball
field, and one parking lot. Construction will include three ballfields to include grading, irrigation, lighting,
fencing and turf, and a 150-space asphalt parking lot with roadway and concrete sidewalks The
recommended bid alternates are
No 1-1 (field 4 demolition/site preparation),
No 1-2 (field 4 site grading),
No 1-13 (field 4 hydroseeding),
No 6-1 (18-inch concrete mow strip along fence lines on fields 1, 2 and 3), and
No 11-1 (pipe entry gates)
It is recommended that the base bid in the amount of $878,389 04, and the recommended bid
alternates in;#h~,amount of~$94,197 00, totaling $972,586 04, submitted by Botanical Technologies, Inc.

The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budgets, as
appropriated, of the Parks and Community Services Irrlprovement Fund, the Street Improvements
Fund, and the Grants Fund
