AN ORDINANCE EXTENDING A MORATORIUM ON ACCEPTANCE OF
APPLICATIONS FOR PERMITS FOR ERECTION OF ANY ATTACHED
ON-PREMISES SIGN EXCEEDING 500 SQUARE FEET IN AREA AND
.LIMITING THE TOTAL .AREA OF ATTACHED ON-PREMISES SIGNS
TO A MAXIMUM OF 500 SQUARE FEET PER TENANT FOR EACH
FACADE OF THE TENANT SPACE, PROVIDING A SEVERABILITY
CLAUSE, AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council enacted Ordinance No 14313 on August 29, 2000,
establishing a 90-day moratorium on the acceptance of applications for permits for
erection of any attached on-premises sign exceeding 500 square feet in area and
limiting the total area of attached on-premises signs to a maximum of 500 square feet
per tenant for each facade of the tenant space,
WHEREAS, the moratorium was enacted in order to maintain the status quo
while the Planning Department and Development Department studied similar
restrictions of the eight largest cities in Texas and other cities surrounding Fort Worth,
and the City Council, on the basis of the study, considers adoption of measures to
address such issues,
WHEREAS, the moratorium expires November 27, 2000,
WHEREAS, it is advisable to extend the moratorium to January 31, 2001 to allow
additional time for the staff and City Council to complete its study of on-premises signs
and to consider adoption of measures to address such uses,
WHEREAS, all findings in Ordinance No 14313 are reaffirmed,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COi1NCIL OF THE CITY
OF FORT WORTH, TEXAS, AS FOLLOWS•
SECTION 1.
The expiration of the moratorium on acceptance of applications for permits for
the erection of any attached on-premises signs exceeding 500 square feet in area and
limiting the total area of attached on-premises signs to a maximum of 500 square feet
per tenant for each facade of the tenant space, enacted pursuant to Ordinance No
.14313, is hereby extended from November 27, 2000 to January 31, 2001 at 11 59 p m ,
or until the City Council terminates the moratorium, whichever occurs first.
SECTION 2.
All provisions of Ordinance No 14313, with the exception of the expiration date
extended by Section 1 of this Ordinance, shall remain in full force and effect.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if
any phrase, clause, sentence, paragraph or section of this ordinance shall be declared
void, ineffective or unconstitutional by the valid judgment or final decree of a court of
competent jurisdiction, such voidness, ineffectiveness or unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City Council without the
incorporation herein of any such void, ineffective or unconstitutional phrase, clause,
sentence, paragraph or section

SECTION 4.
This ordinance shall be in full force and effect immediately upon its passage and
publication as required by law, and it is so ordained

RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance extending the moratorium on
acceptance of applications for permits for placement, erection or construction of attached on-premises
signs exceeding 500 feet in area The attached ordinance extends the moratorium from November 27,
2000 until January 31, 2001
DISCUSSION
On August 29, 2000, the City Council approved Ordinance No 14313 The ordinance established a 90-
day moratorium on acceptance of applications for permits for placement, erection or construction of
attached on-premises signs exceeding 500 square feet in area The ordinance applied only to attached
on-premises signs as follows
• No single attached on-premises sign exceeding 500 square feet in area will be permitted, and
• For buildings occupied by a single tenant, multiple attached on-premises signs are permitted,
provided that the total square footage of the signs does not exceed 500 square feet on each
building facade, and
• For buildings occupied by more than one tenant, each tenant space is permitted one or more
attached on-premises signs, as long as the total square footage on each facade of the space
occupied by the tenant does not exceed 500 square feet; and
• If 15% of the facade area of a building or tenant space is less than 500 square feet, the sign will
be limited to 15% of the facade area No permits will be issued for signs that exceed any size
limits imposed by the zoning ordinance
The moratorium was established to maintain the status quo while the Development Department
prepares and presents to the Zoning Commission and the City Council proposed text amendments
placing a maximum size limit on attached on-premises signs.
Adoption of the attached ordinance will extend the moratorium to January 31, 2001 It is anticipated
that proposed amendments to the zoning ordinance relating to the maximum size limit of on-premises
signs will be presented to the City Council during that period
