AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS NOMINATING
TWO AREAS AS ENTERPRISE ZONES PURSUANT TO THE TEXAS ENTERPRISE ZONE ACT
(TEXAS GOVERNMENT CODE, CHAPTER 2303), PROVIDING TAX INCENTIVES, DESIGNATING
AN AUTHORIZED REPRESENTATIVE TO ACT IN ALL MATTERS PERTAINING TO THE
NOMINATION AND DESIGNATION OF THE AREAS DESCRIBED HEREIN AS ENTERPRISE
ZONES AND REINVESTMENT ZONES (TEXAS TAX CODE, CHAPTER 312), AND FURTHER
DESIGNATING A LIAISON TO ACT ON ALL MATTERS PERTAINING TO THE ENTERPRISE ZONE
ACT ONCE DESIGNATED BY THE TEXAS DEPARTMENT OF ECONOMIC DEVELOPMENT
WHEREAS, the Crty Council of the City of Fort Worth, Texas desires to create the proper economic
and social environment to induce the invest of private resources in productive business enterprises located in
severely distressed azeas of the city and to provide employment to residents of such azea, and
WHEREAS, certain conditions exist in such area which represent a threat to the health, safety, and
welfaze of the people of such area, and
WHEREAS, rt is necessary and in the best interest of the City to nominate such azea as an enterprise
zone pursuant to the Texas Enterprise Zone Act (Texas Government Code, Chapter 2303, the "Act"); and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH.
Section 1 That the City hereby nominates the areas described in Exhibit A attached hereto and
incorporated herein for designation as enterprise zones.
Section 2. That the Crty Council finds the azea of the zones meets the qualifications of the Act.
Section 3 That the Crty Council hereby ordains and declares that upon designation of the Proposed South
Enterprise Zone and the Proposed Southeast Enterprise Zone as enterprise zones, with a
minimum investment of $75,000 00 and 10 new fobs, the City shall provide the following as
allowable incentives based on the merit of the proposed projects in the Proposed South
Enterprise Zone and m the Proposed Southeast Enterprise Zone, including tax incentives, which
aze not applicable throughout the Crty
(a) Reduced development fees (including all application fees)
(b) Permit fee waivers (including inspection)
(c) Enhanced participation m community facilities agreements (infrastructure etc )
(d) Transfer of Crty owned surplus land to individuals or groups at below market rates
(e) Reduced investment requirements for consideration of tax abatement
(f) Assistance with workforce development (Fort Worth Works)
(g) Daycare subsidies for employers
(h) Special transit provisions to connect areas not currently served by bus service
Section 4 That the Crty Council directs and designates its City Manager as the City's authorized
representative to act m all matters pertaining to the nomination and designation of the areas
described herein as enterprise zones.
Section 5 That the City Council further directs and designates rts Business Development Coordinator as
liaison for communication with the Texas Department of Economic development to oversee
zone activities and communications with qualified businesses.
Section 6 That four public hearings to consider information obtained in this ordinance were held by the
City on February 5-10, 2000
Section 7 This ordinance shall be cumulative of all provision of ordinance and of the Code of the Crty of
Fort Worth, Texas (1986), as amended, except where the provision of this ordinance aze in
direct conflict with the provisions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.
Section 8 It is hereby declared to be the intention of the City Council that the sections, pazagraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the Crty Council v~nthout the
incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph,
or section.
Section 9 That this ordinance shall take effect from and after rts passage as the law and charter in such
case provides.

Recommended Enterprise Zone Incentives
With a minimum investment of $75,000.00 and 10 new jobs, the
following are recommended as allowable incentives based on the
merit of proposed projects for zone areas within the loop and census
tracts 1050.01, 1013.022, 1013.021, 1013.013, and 1013.012:
• Reduced development fees (including all application fees)
• Permit fee waivers (including inspection)
• Enhanced participation in community facilities agreements
(infrastructure etc.)
• Transfer of City owned surplus property to individuals or groups
at below market rates
• Reduced investment requirements for consideration of taX
abatement
• Assistance with workforce development (Fort Worth Works)

OF APPLICATIONS TO THE TEXAS DEPARTMENT OF ECONOMIC DEVELOPMENT
FOR THE CREATION OF THE ZONES
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached ordinance nominating two enterprise zones as set forth by the attached
ordinance as Exhibit A, and
2. Find that the zone area meets the requirements and criteria of the Texas Enterprise Zone Act; and
3 Find that the required public hearings to consider this ordinance were held by the City; and
4 Direct and designate the City Manager as the City's authorized representative to act in all matters
pertaining to the nomination and designation of the areas described herein as enterprise zones and
reinvestment zones, and
5 Direct and designate the City's Business Development Coordinator as liaison for communication
with the Texas Department of Economic Development (TDED) to oversee zone activities and
communication with qualified businesses, and
6 Authorize the City Manager to submit the appropriate applications to the TDED for designation of
the South Enterprise Zone and the Southeast Enterprise Zone
DISCUSSION
The North Enterprise Zone was established in May, 1997, and is the home of Federal Express,
American Ironhorse Motorcycle Company and Mortex. Prior to May, 1997, enterprise zones in the City
of Fort Worth had expired The current applications for new zones will provide this economic
development tool to additional areas of the City The proposed zones were presented to the City
Council's Economic Development Committee on December 21, 1999 Four public hearings were held
February 5-10, 2000, to receive public input on the incentives and boundaries of the proposed zones
After compiling all information and meeting all state requirements, the final recommendations are to be
submitted as part of the enterprise zone applications to the TDED
