HomeMy WebLinkAboutOrdinance 14119Ordinance No ((t~ ~~ '~L~- AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $390,455 00 AND THE SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $154,703.50 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT TO MCCLENDON CONSTRUCTION, INC. FOR RECONSTRUCTION OF OSCAR AVENUE (28T" STREET TO 321'1D STREET); HUTCHINSON STREET (28T" STREET TO 29T" STREET); 29T" STREET (HUTCHINSON STREET TO RUNNELS AVENUE) AND HALE AVENUE (28T" STREET TO 31sT STREET). BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION I That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Fund in the amount of $390,455.00 and the Sewer Capital Project Fund in the amount of $154,703.50 from available funds for the purpose of funding a contract to McClendon Construction, Inc. for reconstruction of Oscar Avenue (29~' Street to 32°d Street); Hutchinson Street (28`'' Street to 29"' Street); 29w Street (Hutchinson Street to Runnels Avenue) and Hale Avenue (28`'' Street to 31~` Street). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund in the amount of $390,455 00 and the Sewer Capital Project Fund in the amount of $154,703 50 from available funds, and 3 Authorize the City Manager to execute a contract with McClendon Construction Company, Inc. in the amount of $1,238,236 50 for the reconstruction of Oscar Avenue (28th Street to 32nd Street), Hutchinson Street (28th Street to 29th Street), 29th Street (Hutchinson Street to Runnels Avenue) and Hale Avenue (28th Street to 31st Street) DISCUSSION The 1998 Capital Improvement Program included funds for the reconstruction of Oscar Avenue (28th Street to 32nd Street), Hutchinson Street (28th Street to 29th Street), 29th Street (Hutchinson Street to Runnels Avenue) and Hale Avenue (28th Street to 31st Street), Project No 115-040536 All four streets were previously constructed to City standards. The proposed improvements include the construction of standard concrete and asphalt pavement, driveway approaches, sidewalk and storm drain improvements. Water and sanitary sewer improvements are also to be made. McClendon Construction Company, Inc. is in compliance with the City's M/VVBE Ordinance by committing to 8% M/WBE participation and documenting good faith effort. McClendon Construction Company, Inc. identified several subcontracting and supplier opportunities on the above listed project. However, the M/VVBEs contacted in the areas identified did not respond or did not submit the lowest bids.
