AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND BY $200,000 00, SUBJECT TO RECEIPT OF FUNDS, TO CONTRACT WITH
THE DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR THE DEVELOPMENT OF
METROPOLITAN MEDICAL RESPONSE SYSTEM.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund by $200,000.00,
subject to receipt of funds, to contract with The Department of Health and Human Services for the Development of
Metropolitan Medical Response System.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except m those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

THE DEVELOPMENT OF METROPOLITAN MEDICAL RESPONSE SYSTEM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to execute an amendment to the contract with the U S Department of
Health and Human Services for additional funding for the Metropolitan Medical Response System
(MMRS), and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund by $200,000, subject to receipt of funds
DISCUSSION
The Public Health Service Division of the U S Department of Health and Human Services is charged
with assisting local governments to plan, develop and acquire special pharmaceuticals and equipment,
and identify the training requirements for an MMRS as the principal resource in responding to the health
and medical consequences of terrorist incidents The City Council approved the original contract in the
amount of $400,000 for MMRS development on June 29, 1999 (M&C C-17509), for Fort Worth and
Tarrant County Approval of this M&C will enable the City to receive an additional $200,000 that has
been made available for the acquisition of additional MMRS items, including decontamination
equipment and pharmaceutical stockpiles, subject to voucher submission and acceptance by the
project officer
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Special Trust Fund
