AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
INFORMATION SYSTEMS FUND IN THE AMOUNT OF $113,909 FROM AVAILABLE FUNDS FOR
THE PURPOSE OF FUNDING AN INTERLOCAL AGREEMENT WITH TARRANT COUNTY 911
DISTRICT FOR PURCHASE OF EMERGENCY TELECOMMUNICATIONS EQUIPMENT,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in The Information Systems Fund in the
amount of $113,909 from available funds for the purpose of funding an interlocal agreement with Tarrant County 911 District
for purchase of emergency telecommunications equipment.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remauung portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained.

FUNDING THE PURCHASE OF EMERGENCY TELECOMMUNICATIONS
EQUIPMENT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to enter into an interlocal agreement with Tarrant County 9-1-1
Emergency Assistance District (District) for the District to fund $113,909 00 in telecommunications
equipment upgrades in the City's Public Safety Communications Center; and
2 Adopt the attached appropriation ordinance increasing by $113,909 00 the estimated receipts and
appropriations in the Information Systems Fund from available revenue, and
3 Authorize the purchase of equipment and installation services from Southwestern Bell Telephone to
upgrade an existing Nortel Private Branch Exchange (PBX) from option 61 to option 61 C at a cost
not to exceed $113,909 and utilizing State of Texas Catalogue Purchasing Procedures for the
Information Technology Solutions Department.
DISCUSSION
Part of the ongoing Public Safety Dispatch and Mobile Data Communications System project involves
upgrading the telephone communications equipment located at the Bolt Street Communications Facility
used in 9-1-1 call-taking operations On December 7, 1999 (M&C C-17766), the City Council approved
equipment acquisitions and upgrades for the backup public safety answering point located in the tunnel
between City Hall and the Public Safety Building The upgrade to the Bolt Street facility's existing PBX
system will make it identical to the equipment now in the backup center This will standardize features
and training requirements between the primary and backup facilities
The District has agreed to fund the $113,909 cost of the telecommunications equipment upgrade for the
Bolt Street Communications Facility, just as the District funded the $465,000 cost of the PBX upgrade
and equipment acquisition for the backup center in December 1999
The City will purchase the required equipment and installation services and manage the installation
process. Upon completion of the project, the City will invoice the District and receive reimbursement for
the full cost of the equipment.
Under Section 271 083 of the Texas Local Government Code, a local government satisfies otherwise
applicable competitive bidding requirements when it makes a purchase through the State of Texas
Catalogue purchasing procedures established by Section 2157 061 of the Texas Government Code
The City will comply with those provisions for the purchase agreement authorized by this Mayor and

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, funds will be
available in the current operating budget, as appropriated, of the Information Systems Fund The
Information Technology Solutions Departm ent is responsible for the collection of revenues due under
this interlocal agreement.
