AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS IN THE POLICE
DEPARTMENT; ADDING NINE OFFICERS' POSITIONS; PROVIDING
A STATEMENT OF PURPOSE AND INTENT FOR THE ADOPTION
AND IMPLEMENTATION OF THIS ORDINANCE; PROVIDING THAT
THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT HEREBY KNOWN
WHEREAS, the Police Chief has requested the City Council to readjust and
thereafter specify the total number of authorized civil service positions at the police
officer rank m the Police Department into conforrmty with the proposed changes as set
forth immediately below in order to effect efficient economy of the operations of the
Police Department, and
WHEREAS, on September 12, 2000, the Crty Council approved the most recent
ordinance conceriung the authorized and budgeted positions for the Police Department.
In that Ordinance, the Council adjusted the Police Department's civil service staffing as
follows

WHEREAS, since the adoption of said ordinance, the City Council authorized the
City Manager to request amid-year appropriation from the Crime Control and Prevention
District in the amount of $288,631 to fund mne additional officers; and
WHEREAS, the Crime Control and Prevention District Board met on November
15, 2000, and unammously approved the request for funding for the luring of rune
additional officers rn the Police Department.
WHEREAS, pursuant to Chapter 143 021 (a), Texas Local Government Code, the
City Council may prescribe the authorized number of positrons rn each classification
(rank) and the correct number of budgeted civil service positrons by ordinance,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS
SECTION 1
That, effective upon the formal adoption of this ordinance, the following positrons
shall be the only civil service positrons m each classification (rank) authorized m the City
of Fort Worth Police Department for the remainder of the fiscal year 2000-2001 or until
modified by subsequent ordinance

SECTION 2
The "Mayor and Council Commumcation" memorandum, which is presented
contemporaneously with this ordinance, is hereby expressly incorporated herein by
reference for further clanfication and explanation of the purpose and intent of the Council
m their adoption as well as the Department's implementation of this ordinance.
SECTION 3
This ordinance shall be cumulative of all provisions of previous ordinances and of
the Code of the city of Fort Worth, Texas (1986), as amended, except where the
provisions of this ordinance are m direct conflict with the provisions of pnor civil service
staffing ordinances for the Police Department and such Code, m which event conflicting
provisions of such ordinances and such code provisions are hereby repealed and this
ordinance shall be controlling.
SECTION 4
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of these ordinances are severable, and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent ~unsdiction,
such unconstitutionality shall not affect any of the remaimng phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation m this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.

SECTION 5
This ordinance shall take effect and be m full force and effect from and after its
passage, and rt is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached ordinance specifying the authorized positions in the Police Department,
increasing by nine the number of authorized police officer positions, and
2 Adopt the attached supplemental appropriation ordinance increasing appropriations in the Crime
Control and Prevention District Fund by $288,631 and decreasing the unreserved, undesignated
fund balance by the same amount to pay for the additional positions
DISCUSSION
On October 24, 2000 (M&C G-13049), the City Council authorized the City Manager to request a mid-
year appropriation from the Crime Control and Prevention District (CCPD) in the amount of $288,631 to
fund nine additional patrol officers The CCPD Board met on November 15, 2000, and unanimously
approved the request for funding
The Police Department's authorized strength is currently 1,216 civil service positions

SUBJECT APPROPRIATION OF FUNDS FOR NINE ADDITIONAL POLICE OFFICERS
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon adoption of the attached supplemental appropriation ordinance,
funds will be available in the current operating budget, as appropriated, of the Crime Control and
Prevention District Fund Upon completion of this recommendation, the unreserved, undesignated fund
balance of the Crime Control and Prevention District Fund is projected to be $26,997,000 before audit
adjustments.
