AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GENERAL FUND IN THE AMOUNT OF $108,771 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING THE MUNICIl'AL COURT BUILDING SECURITY ENHANCEMENT PLAN,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of
$108,771 from available funds for the purpose of funding the Municipal Court Building Security Enhancement Plan.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained.

SUBJECT I ADOPTION OF APPROPRIATION ORDINANCES TO IMPLEMENT THE MUNICIPAL
COURT BUILDING SECURITY ENHANCEMENT PLAN
RECOMMENDATION
It is recommended that the City Council
Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$108,771 in the Special Trust Fund, Municipal Court Building Security Project; and
2. Authorize the City Manager to transfer $108,771 from the Municipal Court Building Security Fund to
the General Fund to implement a Building Security Enhancement Plan during FY1999-2000; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
General Fund by $108,771 from available funds; and
4 Authorize the City Manager to approve the use of these funds for staffing and the initial .purchase of
equipment for the Building Security Enhancement Plan
DISCUSSION
During the 1995 regular session, the Texas Legislature adopted an amendment to Article 102.017 of
the Code of Criminal Procedure to allow the governing body of a municipality to create, by ordinance, a
Municipal Court Building Security Fund Defendants convicted in trial for a misdemeanor offense in
Municipal Court are required to pay a $3 security fee as a cost of the court. On October 10, 1995, the
City Council approved Ordinance No 12204 creating the Municipal Court Building Security Fund
The fund may be used only for the purpose of providing security services for buildings housing a
Municipal Court. This may include the purchase of X-ray machines, handheld and walk-through metal
detectors, security personnel providing appropriate security services and continuing education on
security issues for court and security personnel
The Municipal Court Building Security Enhancement Plan calls for nine authorized positions to be
funded from the Court Security Fund The positions consist of one Senior Deputy City Marshal and
eight Deputy City Marshals. They will conduct security checks at all entrances to the Public Safety and
Courts Building during Municipal Court business hours. Additional responsibilities will include periodic
patrols of the- building perimeter, responding to alarm calls, and performing other security related
functions in and around the building Implementation of this plan will allow five Deputy City Marshal
positions, funded by the General Fund and currently performing a portion of these functions, to perform
warrant service duties.

COURT BUILDING SECURITY ENHANCEMENT PLAN
Operating costs for the balance of the current year are projected at $108,771 Approximately 59% of
the projected costs are comprised of salaries and departmental support. Minor equipment (uniforms,
handheld radios, handguns, body armor and handheld metal detectors) account for an additional 32%
of projected costs. A capital outlay expenditure of approximately $10,000, required for the purchase of
two walk-through metal detectors, comprise the remaining 10% of projected program costs. The
portable metal detectors have an estimated cost of approximately $5,000 each Future program costs
representing full year operations are estimated at $315,200
Annual revenue collections are currently projected at $338,000 As of March 31, 2000, the balance in
the Municipal Court Building Security Fund is approximately $710,970
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, funds will be
available in the General Fund
