AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED
CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK)
IN THE POLICE DEPARTMENT; ADDING TWO OFFICERS'
POSITIONS; PROVIDING A STATEMENT OF PURPOSE AND INTENT
FOR THE~ADOPTION AND IMPLEMENTATION OF THIS ORDINANCE;
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSS-
MENT AND ENROLLMENT OF THIS ORDINANCE; AND PROVIDING AN
EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total number of authorized
civil service positions at the police officer rank in the Police
Department into conformity with the proposed changes as set forth
immediately below in order to effect efficient economy of the
operations of the Police Department; and
WHEREAS, on August, 10, 1999, the City Council approved the
most recent ordinance concerning the authorized and budgeted
positions for the Police Department In that Ordinance, the
Council adjusted the Police Department's civil service staffing as
follows

~~ WHEREAS, since the adoption of said ordinance, City Council
has authorized the City Manager to execute an agreement between

the City of Fort Worth and Tarrant County to participate in
Operation Spotlight, which is a two-year cooperative project

intended to reduce violent crime by providing intensive monitoring
of violent probationers within selected high-crime areas; and
WHEREAS, Operation Spotlight will require the hiring of two
additional officers in the Police Department
WHEREAS, pursuant to Chapter 143 021 (a), Texas Local
Government Code, the City Council may prescribe the authorized
number of positions in each classification (rank) and the correct
number of budgeted civil service positions by ordinance,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS
SECTION 1
That, effective upon the formal adoption of this ordinance,
the following positions shall be the only civil service positions
in each classification (rank) authorized in the City of Fort Worth
Police Department for the remainder of the fiscal year 1995-1996
or until modified by subsequent ordinance

The "Mayor and Council Communication" memorandum which is
presented contemporaneously with this ordinance is hereby
expressly incorporated herein by reference for further clarifica-
tion and explanation of the purposes and intent of the Council in
their adoption as well as the Department's implementation of this
ordinance
SECTION 3.
This ordinance shall be cumulative of all provisions of
previous ordinances and of the Code of the City of Fort Worth,
Texas (1986), as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of prior
civil service staffing ordinances for the Police Department and
such Code, in which event conflicting provisions of such ordinan-
ces and such Code provisions are hereby repealed and this ordi-
nance shall be controlling
SECTION 4
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconsti-
tutional by the valid judgment or decree of any court of competent
jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5
The City Secretary of the City of Fort Worth is hereby
directed to engross and enroll this ordinance by copying the

caption and effective date in the minutes of the City Council and
by filing the ordinance in the ordinance records of the City
SECTION 6
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained

SUBJECT OPERATION SPOTLIGHT GRANT AND AGREEMENT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to execute an agreement between the City of Fort Worth and Tarrant
County to establish Operation Spotlight; and
2. Adopt the attached ordinance specifying the authorized positions in the Police Department,
increasing by two the number of authorized police officer positions
DISCUSSION
The Office of the Governor contacted Tarrant County Juvenile Services and advised that they would be
one of six sites throughout the state eligible for atwo-year grant to establish Operation Spotlight. This
project is based on Operation Nightlight in Boston, and has been a highly successful program in
reducing violent crime It will be a partnership between the police departments of Arlington and Fort
Worth and juvenile/adult probation officers Two teams will be established in Fort Worth, one in the
76106 zip code area and the other in the 76105/76119 area Both teams will consist of a police officer,
juvenile probation officer and adult probation officer They will provide intensive monitoring and
supervision of high risk and/or violent probationers and will ensure that information regarding
probationers within the selected high crime areas is shared with law enforcement officers in the vicinity
It is necessary to increase the authorized number of police officer positions to maintain theā¢
department's existing staffing level The grant will provide 100% reimbursement of all operating costs
The Police Department's authorized strength is currently 1,202 civil service positions, as follows

Upon approval of this recommendation, the assignment of civil service positions authorized for the
Police Department will be as follows

The grant from the Criminal Justice Division of the Office of the Governor is for two years The
Operation Spotlight Grant is non-renewable At the conclusion of the two-year grant period, the Police
Department will evaluate the effectiveness of the program and make a decision whether to propose
continuation of the program and related authorized positions through alternate funding sources.
