HomeMy WebLinkAboutOrdinance 14134r ORDINANCE NO L'~~~1 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND UP TO $600,000.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE TECHNOLOGY OPPORTUNITIES PROGRAM (TOP) GRANT FROM THE UNITED STATES DEPARTMENT OF COMMERCE THROUGH THE NATIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1. That uz addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund up to $600,000.00 from available funds for the purpose of funding the Technology Opportunities Program (TOP) grant from the United States Department of Commerce through the National Telecommunications and Information Administration. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances ,and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Authorize the transfer of $100,000 from the Community Development Block Grant (CDBG) 26 Year Fund to the Grants Fund, and 3 Authorize the use of $200,000 from various organizations and the General Fund for an in-kind match, and 4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund of up to $600,000 from available funds upon receipt of the grant. DISCUSSION The United States Department of Commerce, through the National Telecommunications and Information Administration, is providing grant funding under the Technology Opportunities Program (TOP) to organizations by promoting the development, widespread availability and use of advanced telecommunications and information technologies to serve the public interest By providing matching grants for information infrastructure projects, TOP will support projects that improve the quality of, and the public's access to, cultural, educational and training resources, reduce the cost, improve the quality and/or increase the accessibility of health care and public health services, improve the effectiveness and efficiency of government and public services, and foster communication, resource-sharing and economic development within communities The maximum amount available from the Department of Commerce is $600,000 per organization The funding period will last between two and three years This matching grant proposes to extend valuable community resources to the citizens of Fort Worth by utilizing interactive technology to address the "digital divide" within the community Community centers (Como, Martin Luther King, Northside, North Tri-Ethnic- Worth Heights) will be established as the "hub" of the community by providing technology, s~::;.: information-.resources and technical support. It is proposed that computer labs be established to include six computers with Internet capability and two printers at each facility City of Fort Worth, Texas ~11~Ayar And ~,aunc;l uonsnun~~at~an C DATE REFERENCE NUMBER LOG NAME PAGE 3/21/00 G-12859 80TOP 2 of 2 SUBJECT APPLICATION FOR THE TECHNOLOGY OPPORTUNITIES PROGRAM GRANT FROM THE UNITED STATES DEPARTMENT OF COMMERCE THROUGH THE NATIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION If awarded, a total of $100,000 will be provided through in-kind services from John Peter Smith Hospital, the Day Care Association of Tarrant County and Senior Citizens Services of Greater Tarrant County The CDBG will provide $100,000 in matching funds The City will provide $100,000 in-kind services through the Parks and Community Services Department.
