HomeMy WebLinkAboutOrdinance 14139ORDINANCE NO ~ ~~, AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $330,400 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH RAGAN EXCAVATION FOR WATER REPLACEMENT CONTRACT 99EE IN MARTIN LYDON STREET (LUBBOCK AVENUE TO COCKRELL AVENUE), MARTIN LYDON STREET (STADIUM DRIVE TO ODESSA AVENUE), KLAMATH ROAD (RIDGMAR BOULEVARD TO EMS ROAD), AND PINSON STREET (STALCUP ROAD TO FARRELL LANE), PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the amount of $330,400.00 from available funds for the purpose of funding a contract with Ragan Excavation for water replacement contract 99EE in Martin Lydon Street (Lubbock Avenue to Cockrell Avenue), Martin Lydon (Stadium Drive to Odessa Avenue), Klamath Road (Ridgmar Boulevard to EMS Road), and Pinson Street (Stalcup Road to Farrell Lane). SECTION 2. Should any portion, section or part of a section of this ordinance be declared 'invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 13886 and all other ordinances and appropriations amendmg the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund in the amount of $330,400 00 from available funds, and 3 Authorize the City Manager to execute a contract with Ragan Excavation in the amount of $295,000 00 and 50 working days for Water Replacement Contract 99EE in Martin Lydon Street from Lubbock Avenue to Cockrell Avenue, Martin Lydon Street from Stadium Drive to Odessa Avenue, Klamath Road from Ridgmar Boulevard to Ems Road and Pinson Street from Stalcup Road to Farrell Lane DISCUSSION The Water Department has determined that the water lines in Martin Lydon Street, Klamath Road and Pinson Street need to be replaced This project was advertised for bid November 24, 1999 and December 2, 1999 On December 23, 1999, the following bids were received BIDDERS AMOUNT TIME OF COMPLETION Conatser Construction, Inc.* $197,545 00 50 Working Days Raaan Excavation $295,000.00 Whizcon Utilities, Inc. $328,390 00 Davila Construction, Inc. $330,371.26 Burleson Utilities, Inc. $331,071 50 M E Burns Construction, Inc. $339,726 85 Jackson Construction, Inc. $462,729 00 Long .Construction and Engineering, Inc. $547,213 00 *Conatser Construction, Inc., the apparent low bidder, asked that its bid be withdrawn due to a material mistake made in its preparation.
