AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GENERAL FUND IN THE AMOUNT OF $8,500 00 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING THE KICK-OFF EVENT FOR "CARE FOR COWTOWN AIR", PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMiJLATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be mcreased estimated receipts and appropriations m the General Fund in the amount of
$8,500 00 for the purpose of funding the kick-off event for "Care for Cowtown Air"
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordmance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this orduiance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of rts passage, and it is so ordained.

SUBJECT ACCEPTANCE OF SPONSORSHIPS FOR "CARE FOR COWTOWN AIR" PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept $8,500 in cash sponsorships for the "Care for Cowtown Air"
program, and
2 Authorize the City Manager to accept donated services sponsorships valued at $12,000; and
3 Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the General Fund by $8,500 from available funds to fund the kick-off event for
"Care for Cowtown Air"
DISCUSSION
The "Care for Cowtown Air" Program is designed to expand the City's air quality educational and
awareness campaign to include downtown businesses and the hospital district, thereby increasing the
awareness within the City of Fart Worth In Fort Worth/Dallas, approximately 60% of the ozone forming
pollution comes from vehicle emissions The focus of this program will be on the reduction of vehicle
emissions through proper vehicle maintenance and the use of low emission vehicles (LEVs) We will
also encourage businesses to start internal ozone incentive programs with their employees
Cash sponsorships have been obtained from Tandy Corporation $2,500, Bell Helicopter Textron, Inc.
$1,000, Burlington Northern Santa Fe Railway $1,000, Dallas/Fort Worth International Airport $1,000,
Lockheed Martin Corporation $1,000, Texas Industries (TXI) $1,000, and Fifth Avenue Foundation
$1,000
The Business Press has agreed to provide the City free ad spaces valued at $5,000 Radio station
KSCS 96 3 FM will do a "live" broadcast at the kick-off event and will air promotional spots for the event
valued at $7,000
The kick-off event for the 2000 Ozone Season will be held Friday, April 28 from 11'00 a.m to 1 30 p.m
on Main Street between Third and Fourth Streets The event is designed to attract citizens during their
lunch breaks to increase their awareness of ozone issues and the ways they can "Care for Cowtown
Air " The focus of the event will be on how individuals can help significantly reduce ozone-forming
pollution by properly maintaining their vehicles and/or using LEVs
Planned kick-off activities include several interactive displays such as a technician giving vehicle
maintenance tips, environmental educational activities, display booths, food booths and alternatively
fueled vehicles on display, and a "live" radio station broadcast. The proposed program budget for the
kick off event and promotional and educational materials is $21,000 Funding for the program will be a
combination of donated funds, complimentary services, and the state air contract in the Grants Fund

attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the General Fund The Environmental Management Department will be responsible for
the collection. and deposit of the funds
