AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE COMMERCIAL PAPER-SEWER FUND IN THE
AMOUNT OF $604,345 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF
FUNDING A CONTRACT WITH HALL-ALBERT CONSTRUCTION
COMPANY FOR MAINS 36S, 166, 195AI AND 195AII DRAINAGE AREA
SANITARY SEWER SYSTEM REHABILITATION AND IMPROVEMENTS
(GROUP 3, CONTRACT 5) PART 4, UNIT 2, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That m addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Commercial Paper -Sewer Fund in the amount of $604,345 00 from available funds for the purpose of funding
rehabilitation and improvements for Mains 36S, 166, 195AI and 195AII drainage area sanitary sewer system
(Group 3, Contract 5) Part 4, Unit 2.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain u1 full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13886 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

AREA SANITARY SEWER SYSTEM REHABILITATION AND IMPROVEMENTS
(GROUP 3, CONTRACT 5) PART 4. UNIT 2
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer $604,345.50 from the Water and Sewer Operating Fund to
the Commercial Paper -Sewer Fund, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Commercial Paper -Sewer Fund in the amount of $604,345 50; and
3 Authorize the City Manager to execute a contract with Hall-Albert Construction Company in the
amount of $548,345 50 for Mains 36S, 166, 195AI and 195A11 Drainage Area Sanitary Sewer
Rehabilitation and Improvements (Group 3, Contract 5) Part 4, Unit 2.
DISCUSSION
On February 10, 1998 (M&C C-16583), the City Council authorized the City Manager to execute an
engineering agreement with Teague Nall and Perkins, Inc. to prepare plans and specifications for the
reduction of inflow/infiltration in sanitary sewer Mains 36S, 166, 195AI and 195A11 drainage areas.
The project is part of the City's Integrated Wet Weather Wastewater Management Program to comply
with an administrative order from the U S Environmental Protection Agency to eliminate sewer
overflows from the City's wastewater collection system
The Unit 2 project consists primarily of the replacement of the following sanitary sewer mains and
laterals.
M-166 Beginning from the Jackson Street/Glen Garden Drive intersection westerly
1,300 feet, along Glen Garden Avenue to the Glen Garden Avenue/Mitchell
Boulevard intersection, and
M-168 Beginning from the Jackson Street/Glen Garden Drive intersection easterly 420
feet, along Glen Garden Drive, to the Glen Garden Drive/Wichita street
intersection, then northerly 300 feet along Wichita Street; and
L-2251 Beginning from a point located 200 feet east of the Nolan Street/Grayson
Street intersection, southerly 300 feet, westerly 200 feet along Montague
Street, southerly 200 feet along Nolan Street, then westerly 1,350 feet to
Wichita Street in the alley located between Montague Street and Baylor Street;
and

L-2252 Beginning from the Wichita Street/Glen Garden Drive intersection, southerly
200 feet, then easterly 1,350 feet in the alley located between Baylor Street
and Hardeman Street.
The proposed .improvements consists of the replacement of approximately 6,400 linear feet of 8-inch
sewer pipe The project is located in COUNCIL DISTRICTS 5 and 8, Mapsco 78X and Y, 92B and C
The project was advertised for bid January 20 and 27, 2000 On February 24, 2000, the following bids
were received

*Kebo Services, Inc. was determined to be non-responsive to the contract documents because the
company did not submit the required M/VNBE specifications
In addition to the contract cost, $39,000 00 is required for inspection and survey and $17,000 00 is
provided for project contingencies
Hafl-Albert Construction Company is in compliance with the City's MNVBE Ordinance by committing to
7% MNVBE participation and documenting good faith effort. Hall-Albert Construction Company
identified several subcontracting and supplier opportunities However, the M/V1IBEs contacted in the
identified areas did not respond or did not submit the lowest bid The City's goal on this project is 14%
