HomeMy WebLinkAboutOrdinance 14052ORDINANCE NO ~~ a AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND BY $21,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A PEER ADVISOR AT THE WESTSIDE WORKFORCE CENTER, PROVIDING FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That u1 addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General. Fund by $21,000 from available funds for the purpose of funding a Peer Advisor at the Westside Workforce Center SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remauzing portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remauz in full force and effect. SECTION 3 That this orduzance shall be cumulative of Ordinance No 13886 and all other ordinances and appropriations amending the same except u1 those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordauzed. Authorize the City Manager to enter into a Personal Services Agreement with Mr Perry Rutledge to serve as peer advisor at the Westside Workforce Center at a salary not to exceed $21,000 for the period beginning January 1, 2000, and ending June 30, 2000 DISCUSSION On February 2, 1999 (M&C C-17236), the City Council authorized the City Manager to enter into a personal services contract with Perry Rutledge to provide peer advisor services at the Westside Workforce Center Peer advisors 1) schedule and conduct interviews with workers who have received lay-off notices and/or have been laid off; 2) advise workers about union benefits and the dislocated workers program, 3) assist the center's staff with its recruitment campaign, 4) develop and schedule meetings, workshops and seminars, and 5) assist with conducting semi-annual career/job fairs For the past five years, funding for this service was paid by the Defense Conversion Act and state grant funds However, due to reductions in federal and state grants, and recognizing the importance of the service, Lockheed Martin Tactical Aircraft has agreed to finance the $21,000 cost for a Peer Advisor service The Employment and Training Department has received a check for the full amount of $21,000, and it will be deposited in the General Fund upon approval of the above recommendation To ensure continuity of this service, staff recommends approval of the proposed personal services agreement.
