AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECT FUND IN THE
AMOUNT OF $486,291.50 AND THE SEWER CAPITAL PROJECT FUND IN
THE AMOUNT OF $244,305 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING A CONTRACT WITH STABILE & WINN, INC. FOR
WATER AND SANITARY SEWER LINE REPLACEMENTS (UNIT 1) AND
PAVEMENT RECONSTRUCTION (UNIT 11, ALTERNATE NO 2) ON BIRD
STREET (SYLVANIA WEST TO DEAD END), BLANDIN AVENUE (BELKNAP
TO RACE), CHENAULT STREET (BRANDIES TO COVELLO), EAGLE STREET
(BELKNAP TO YUCCA), MAURICE STREET (BELKNAP TO SEAMAN), AND
DALFORD STREET (FAIRVIEW TO BELKNAP), PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $486,291.50 and in the Sewer Capital Project Fund in the amount of
$244,305 00 from available funds for the purpose of funding water and sanitary sewer line replacements (Unit 1)
and pavement reconstruction (Unit 11, Alternate No 2)
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain u1 full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations
amenduzg the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $730,596 50 from the Water and Sewer Fund to the Water Capital Project
Fund ($486,291.50) and the Sewer Capital Project Fund ($244,305 00), and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $486,291 50 and the Sewer Capital Project Fund in the
amount of $244,305 00 from available funds, and
3 Authorize the City Manager to execute a contract with Stabile & Winn, Inc. in the amount of
$1,476,292 75 for water and sanitary sewer line replacement (Unit I) and pavement reconstruction
(Unit II, Alternate No 2) on Bird Street (Sylvania west to dead end), Blandin Avenue (Belknap to
Race), Chenault Street (Brandies to Covello), Eagle Street (Belknap to Yucca), Maurice Street
(Belknap to Seaman), and Dalford Street (Fairview to Belknap)
DISCUSSION
The 1998 Capital Improvement Program included funds for reconstruction of Bird Street (Sylvania west
to dead end), Blandin Avenue (Belknap to Race), Chenault Street (Brandies to Covello), Eagle Street
(Belknap to Yucca), Maurice Street (Belknap to Seaman), and Dalford Street (Fairview to Belknap) All
six streets were previously constructed to City standards.
The street improvements will include construction of lime stabilization and HMAC (hot mix asphalt
concrete) pavement, driveway approaches and sidewalks where shown on the plans. Water and
unitary sewer replacement will also be made
Alternate No 1 is for 3-inch HMAC over 8-inch subgrade with cement stabilization, and Alternate No 2
is for `5=inch HMAC over 6-inch lime stabilized subgrade Alternate No 2 is recommended because
staff believes it will provide a superior pavement section at a lower cost.
The project was advertised for bid on December 9 and 16, 1999 On January 13, 2000, the following
bids were received

The project is located in COUNCIL DISTRICTS 2, 8 and 4, Mapsco 63Q, V, R, and 64S
Stabile & Winn, Inc. is in compliance with the City's MNVBE Ordinance by committing to 10% M/WBE
participation and documenting good faith effort. Stabile & Winn, Inc. identified several subcontracting
and supplier opportunities, however, the M/WBEs contacted. in the areas identified did not respond, or
did not submit the lowest bids The City's goal on this project is 21
Funding in the amount of $45,900 00 (Water $30,400 00, Sewer• $15,500 00) is included for
associated water and sanitary construction and survey Contingency funds to cover change orders for
water and sewer replacements total $33,000 00 (Water $22,000, Sewer $11,000 00) The contingency
for possible change orders for the pavement reconstruction is $25,000 00
