HomeMy WebLinkAboutOrdinance 14053n ~, Ordinance No.~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,500,000 00 UPON RECEIPT OF THE GRANT FROM THE ECONOMIC DEVELOPMENT ADMINISTRATION FOR THE PURPOSE OF FUNDING THE ACQUISITION, RELOCATION, DEMOLITION, AND SITE PREPARATION OF THE HERITAGE PARK CENTER, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY-THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of the City Manager; there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1,500,000 00 upon receipt of the grant from the Economic Development Administration for the purpose of funding the acquisition, relocation, demolition, and site preparation of the Heritage Park Center SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall m no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. DISCUSSION On December 21, 1998, the City was awarded an Economic Development Initiative (EDI) grant in the amount of $1,500,000 from the U S Department of Housing and Urban Development (HUD) for development of the Heritage Center The EDI grant funds are contingent upon the approval and award of $7,500,000 Section 108 loan guarantees from HUD The application far approval of the Section 108 loan guarantees has been submitted and is pending review and approval by HUD The City's initial budget of the $9,000,000 for the Heritage Center envisioned using the EDI grant funds award along with Section 108 loan funds to undertake the project. The project included development of an anchor activity such as a hotel or retail business to help spur small business development in and around an area bound by Evans Avenue, Rosedale, Terrell, and I-35 However, in further examining the prospects for redevelopment, it was determined that the boundaries of the project need to be expanded to include areas on both sides of Evans Avenue, as well as Rosedale Street. The northern boundary also needs to be adjusted This expansion of the boundaries has caused the proposed budget acquisition, relocation and site preparation, as well as possible provisions for construction to be inadequate An Economic Development Administration grant, if awarded, could help provide needed funding to continue the project.
