AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $318,356 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING A CONTRACT WITH WHIZCON UTILITIES, 1NC. FOR WATER
REPLACEMENT CONTRACT 99HH PHASE II IN RANDOL MILL ROAD AND COOKS LANE,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the
amount of $315,356 from available funds for the purpose of funding a contract with Whizcon Utilities, Inc. for Water
Replacement Contract 99HH Phase II in Randol Mill Road and Cooks Lane.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed. ,
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and rt is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $318,356 00 from the Water and Sewer Operating Fund to the Water
Capital Project Fund, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $318,356 00 from available funds, and
3 Authorize the City Manager to execute a contract with Whizcon Utilities, Inc. in the amount of
$284,247 00 and fifty working days for Water Replacement Contract 99HH Phase II in Randol Mill
Road from Cooks Lane to 7325 Randol Mill Road, and Cooks Lane from 1040 feet north of Lowery
Road to Randol Mill Road
DISCUSSION

The Water Department has determined that several "dead end" water lines in this neighborhood need to
be extended and connected to the existing distribution system to address water quality issues. This
contract is the second of two phases
This project was advertised for bid on December 23 and 30, 1999 On January 20, 2000 the following
