AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $1,300,000 00 UPON RECEIl'T OF THE GRANT FROM THE
U S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR 'THE PURPOSE OF
FUNDING THE RESTORATION OF THE GYM AND WORKSHOP AREA AT THE FORMER GUINN
SCHOOL CAMPUS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations m The 'Grants Fund in the amount of
$1,300,000 00 upon receipt of the grant from the U S. Department of Housing and Urban Development for the purpose of
funding the restoration of the gym and workshop area at the former Guinn School Campus.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPLICATION FOR AN ECONOMIC DEVELOPMENT INITIATIVE-SPECIAL
PROJECTS GRANT FOR THE FORT WORTH MEDTECH CENTER
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to apply for
U S Department of Housing and Urban
and workshop area at the former Guinn
and
and accept a grant in the amount of $1,300,000 from the
Development (HUD) for the purpose of restoring the gym
School campus to house the Fort Worth MedTech Center;
2 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Grants Fund by $1,300,000 upon receipt of the grant.
DISCUSSION
The Fort Worth MedTech Center is an initiative to build Fort Worth's economic diversity based on
technological strength MedTech will provide specialized and industry-specific business assistance to
medical and high-technology start-up companies It will be located on the campus of the former James
E Guinn School The gym and workshop area of this building have been designated for use by this
medical and technology incubator ;
An Economic Development Initiative (EDI)-Special Projects grant in the amount of $1,300,000 was
earmarked and approved in the year 2000 HUD appropriations budget for the use by the City of Fort
Worth to develop the MedTech incubator These EDI-Special Project funds provide for restoration of
the building, including interior demolition, reconstruction and other improvements The EDI funds do
not have a matching requirement, nor is the City required to apply for Section 108 loan funds as in
previous EDI applications
After approval of this Mayor and Council Communication, it is the intent of the City staff to submit the
application forms required for receipt of this EDI-Special Projects grant. Approval of the design and
construction phases of the project will be brought to the City Council at a later date
