AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $7,673,000
FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, $2,755,000 FOR
HOME FUNDS, $272,000 FOR EMERGENCY SHELTER GRANT PROGRAM
FUNDS AND $674,000 FOR HOUSING OPPORTUNITIES FOR PERSONS WITH
AIDS FUNDS, SUBJECT TO RECEIPT OF THE GRANT, FOR THE PURPOSE OF
FUNDING CONSOLIDATED PLAN GRANT APPLICATION FOR
SUBMISSION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD), PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 2000/01 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in an amount up to $7,673,000 for Community Development Block Grant Funds, $2,755,000 for
HOME funds, $272,000 for Emergency Shelter Grant Program Funds and $674,000 for Housing Opportunities for
Persons with AIDS funds, subject to receipt of the grant, for the purpose of funding the Consolidated Plan Grant
Application for submission to the U S. Department of Housing and Urban Development.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations
amending the. same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that the City Council
1 Approve the City's Consolidated Grant Application for submission to the U S Department of
Housing and Urban Development (HUD), and
2 Authorize the use of a $292,718 in-kind match from the Supportive Services 1999 HOME
Investment Partnerships Program (HOME) account; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in an amount up to $7,673,000 for Community Development Block Grant (CDBG)
funds, $2,755,000 for HOME funds, $272,000 for Emergency Shelter Grant Program (ESG) funds
and $674,000 for Housing Opportunities for Persons with AIDS (HOPWA) funds, subject to receipt
of the grant; and
4 Authorize the use of up to $800,000 in estimated program income from the interest earned and
Revolving Loan Fund, and
5 Apply indirect cost rates as applicable for the Grants Fund in accordance with the City's
Administrative Regulation 3-15
DISCUSSION
In 1994, HUD put forth a new policy regarding housing and community development activities carried
out by local jurisdictions that requires jurisdictions to submit a Consolidated Plan (CP) The CP is a
document that combines application and planning processes for the four major HUD funding sources
CDBG, HOME, ESG, and HOPWA. The CP includes a Citizen Participation Plan, Needs Analysis,
three-year Strategic Plan, and one year Action Plan detailing the first year's projected use of funds
Numerous parties and interests have worked together with coordination by City staff to produce the CP
Working cooperatively with non-profit organizations, school districts, and the private sector, City staff
were able to produce a CP that was both broad in scope and comprehensive with respect to the
inclusion of activities and funding sources outside of the four grants listed above

The CP Grant Application will make the City eligible to receive grant funding from the four HUD
programs listed above Total combined funding under the abo>~e-described programs for the program
year ending May 31, 2000 is $12,466,718 This includes $8,473,000 in CDBG funds, $3,047,718 in
HOME funds, $272,000 in ESG funds, and $674,000 in HOPWA funds One hundred percent (100%)
of these funds will benefit low and moderate-income citizens in the City of Fort Worth
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the
attached appropriations ordinance, and receipt of the grants, funds will be available in the current
operating budget, as appropriated, of the Grants Fund
