AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $288,229 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE GOVERNOR'S OFFICE CRIMINAL JUSTICE DIVISION FOR THE PURPOSE OF
FUNDING D A. R. T AND THE ENHANCED D A. R. T PROGRAMS, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund, in the amount of
$288,229 subject to the receipt of the grant from the Governor's Office Criminal Justice Division for the purpose of funding D
A. R. T And the Enhanced D A. R. T Programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remainmg provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordmances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept, if awarded, two grants from the Governor's Office, Criminal
Justice Division in the amount of $158,304, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund, Awarded Assets, by $95,647 from available funds, and
3 Authorize the transfer of $95,647 from the Special Trust Fund, Awarded Assets, to the Grants Fund
for the City's match, and
4 Authorize the use of $34,278 in time donated by volunteers as in-kind match, and
5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $288,229 subject to receipt of the grant; and
6 Enter into a contract with Women's Haven of Tarrant County for an amount not to exceed $29,550; and
7 Waive indirect costs in the amount of $41,634
DISCUSSION `
Last year, the Criminal Justice Division (CJD) informed us that this year we would not need to submit a
formal application for the two grants listed below because of the 3-year application policy instituted by
the CJD Under this plan, grantees selected by their regional criminal justice advisory committee to
receive a 3-year commitment are automatically recommended for continued funding subject to
performance, compliance with CJD rules, and availability of funds
The two grants listed .below were selected by the North Central Texas Council of Governments to
receive funding consideration under the 3-year commitment policy
Domestic Assault Response Team (DART)/3
The Domestic Assault Response Team (DART) program will continue to operate teams consisting of
a family violence detective and a trained crisis intervention volunteer in the East and North Field
Operations Divisions, and when necessary, in the South and West Field Operations Divisions
DART activities include crisis intervention, information and referral, and facilitation of emergency
shelter admissions when indicated Victim's services will be provided through the human services
administrator, administrative secretary, the victim's services specialist and DART volunteers. In
1999, the DART program served 317 primary victims and 385 secondary victims. Of those served,
242 were male and 460 were female The ages of the victims ranged from 0 to 60-plus.

This program began in October 1996 as a collaboration between the Family Violence Unit and
Women's Haven of Tarrant County The current contractual monies are for the salary of the victim
specialist provided by Women's Haven of Tarrant County This person is primarily responsible for
training the volunteers to be used for the program, for developing and maintaining case files as well
as volunteer files This person is also responsible for the development, documentation, and
expansion of victim assistance/follow-up services, evaluation of data dealing with victim's services,
job performance of volunteers and various other duties
Enhanced Domestic Assault Response Team/3
This program primarily provides the salaries for the two detectives who are assigned to the program
and ride with a trained crisis intervention volunteer The detectives will continue working closely with
the personnel assigned to the DART program The teams respond to domestic violence calls in the
North and East Field Operations Divisions. Additionally, the detectives will respond, when necessary,
to domestic violence calls in the South and West Field Operations Divisions The teams will
continue to provide crisis intervention, information and referral, facilitation of emergency shelter
admissions when indicated, comprehensive evidence gathering and investigation, and patrol relief at
the scene in a timely manner when the law enforcement process is complete

Since the maximum award for the Domestic Assault Response Team and Enhanced Domestic Assault
Response Team is $80,000 each, it is necessary to waive the indirect costs in the amount of $41,634
($16,546 and $25,088, respectively) Additionally, the CJD has mandated that in the event of any
misuse or loss of issued CJD funds, the City will replace these funds in full
The in-kind match of $34,278 is time donated by the volunteers
