AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $6,000,000 FROM INCREASED
REVENUE FOR THE PURPOSE OF FUNDING WATER CAPITAL IMPROVEMENT PROJECTS AND
TO OFFSET DEBT ASSOCIATED WITH DEBT ISSUED TO ACCELERATE THE
INFILL/INFILTRATION PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased esrirnated receipts and appropriations in the Water Capital Project Fund in the
amount of $6,000,000 from increased revenue for the purpose of funding water capital projects and to offset debt associated
with debt issued to accelerate the Inf`ilUInfiltration Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

MISCELLANEOUS WATER PROJECTS AND TRANSFER ADDITIONAL FUNDS TO
DEBT SERVICE
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached supplemental appropriation ordinance increasing Water and Sewer Operating
Fund appropriations by $8,000,000 and decreasing the Unreserved, Undesignated Retained Earnings
of the Water and Sewer Operating Fund by the same amount; and
2. Authorize the transfer of $6,000,000 from the Water and Sewer Operating Fund to the Water Capital
Project Fund, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$6,000,000 in the Water Capital Project Fund from increased revenues
DISCUSSION
The proposed transfers will allow the Water Department to cash finance additional water capital
improvement projects as opposed to debt financing and allow for the current schedule of cash financed
projects to be met. Furthermore, the additional funds for debt service would provide the funds to pay for
debt service associated with debt issued to accelerate the I&I (Infill/Infiltration) program mandated by the
Environmental Protection Agency administrative order
Projects to be cash financed are primarily related to the Transportation and Public Works Department's
Streets Capital Improvements Program These projects will be competitively bid and presented to the
City Council before contracts are awarded During the 1999 budget year, the total amount of funds
available for the cash financing of rehabilitation projects was exceeded by the amount of projects
requiring financing Consequently, several projects proposed for FY1999 were delayed until FY2000,
causing a shortfall in water rehabilitation funds for those cash financed projects slated to begin in FY2000

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon adoption of the supplemental appropriation ordinance, approval
of the funds transfer, and adoption of the appropriation ordinance, funds will be available in the current
capital budget of the Water Capital Project Fund to finance projects.
The Unreserved, Undesignated Retained Earnings of the Water and Sewer Operating Fund will be
$294,862,710 after this supplemental appropriation action is complete
