Ordinance No.
AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
ENVIRONMENTAL MANAGEMENT FUND IN THE AMOUNT OF $75,000 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING AN AGREEMENT WITH INDUSTRIAL HYGIENE AND
SAFETY TECHNOLOGY INC., FOR THE AIR MONITORING PROJECT, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Environmental Management Fund
in the amount of $75,000 from available funds for the purpose of funding an agreement with Industrial Hygiene and Safety
Technology Inc., for the Air Monitoring Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of rts passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Management Fund by $75,000 from available funds, and
2. Approve the transfer of $75,000 from undesignated funds to the Air-Monitoring Project within the
Environmental Management Project Fund (R101), and
3 Authorize the City Manager to execute an amendment to City Secretary Contract (No 24616) with
Industrial Hygiene and Safety Technology, Inc. (1HST) to increase the not to exceed amount to
$175,000
DISCUSSION
On January 12, 1999 (M&C C-17218), the City Council authorized the City Manager to execute an
annual requirements contract with IHST for industrial hygiene and air-monitoring services.
The City entered into City Secretary Contract (No 24616) effective February 1, 1999, for aone-year
period ending January 31, 2000, with the option to renew for two additional one-year periods The first
renewal of the contract was completed in January 2000 Services are performed on an as-needed
basis, with a maximum amount of $100,.000 worth of services per year
In the four months since the contract renewal on February 1, 2000, the City has expended $52,863
This is due in part to the asbestos abatement currently underway at the Meacham International Airport
Terminal Building The estimated total cost for the air-monitoring services for the Meacham project is
$75,000
With the continued demolition by Code Compliance of substandard properties containing asbestos, the
$100,000 originally allocated under this contract will not be sufficient to carry through to January 31,
2001, which is the end of the current contract period Therefore, it is requested that IHST's contract be
increased by an additional $75,000 to allow completion of on-going and unforeseen City projects in the
eight months remaining on this contract.
