HomeMy WebLinkAboutOrdinance 14072~ ~ Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1;000,000.00 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT FOR THE PURPOSE OF FUNDING THE DEVELOPMENT OF THE FAR NORTH COMMUNITY PARK, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1,000,000 00 subject to the receipt of the grant from the Texas Parks and Wildlife Department for the purpose of funding the development of the Far North Community Park. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. DISCUSS{ON The Parks and Community Services Department (PACSD) is preparing a grant application to the Texas Parks and Wildlife Department (TPWD) to obtain matching funds for the development of Far North Community Park. The proposed community park is located in COUNCIL DISTRICT 4 The 1998 Capital Improvement Program (CIP) allocated $750,000 for the acquisition of the Far North Community Park and $200,000 for development On July 27, 1999, the City Council authorized (M&C L-12563), the acquisition of a 54-acre tract in far north Fort Worth located at the intersection of Shiver Road and Beach Street and adjacent to a proposed Keller Independent School District school site The need for this community park was identified in the 1998 Park, Recreation and Open Space Master Plan The park is needed to meet the growing demand for community park facilities such as athletic fields It is proposed that the PACSD leverage local funds (the appraised value of the acquired property) with grant funding from the Texas Recreation and Parks Account administered by the TPWD Upon authorization by the City Council, the PACSD will apply to TPWD's Recreation and Parks Account Program for agrant-in-aid for acquisition and development of the park. The grant-in-aid is a 50% local share and 50% State share program It is anticipated that the total grant amount will be for $1,000,000, with the local share being the value of recently acquired property This grant amount ($500,000 from TPWD} is the maximum allowable under the program While the capital needs for this project will be addressed though existing CIP and proposed grant funding, an impact on the General Fund budget is anticipated once the project is complete Present estimates indicate that the annual operating cost would be $106,000, while producing an annual revenue of $30,500,.
