AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $199,680 SUBJECT TO THE RECEIPT OF THE FUNDS
FROM THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR THE PURPOSE OF
FUNDING THE EARLY CHILDHOOD ENVIRONMENTAL BEHAVIOR PROGRAM AND THE
ENVIRONMENTAL COLLECTION CENTER PAINT RECYCLING PROJECT, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$199,680 subject to the receipt of the funds from the North Central Texas Council of Governments for the purpose of funding
the Early Childhood Environmental Behavior Program and the Environmental Collection Center Paint Recycling Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained.

SUBJECT GRANT APPLICATIONS TO NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS FOR ENVIRONMENTAL PROJECTS
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit the following grant applications to the North Central Texas
Council of Governments (NCTCOG) for the purpose of funding two environmental projects.
a) Early Childhood Environmental Behavior Program in the amount of $48,380 to educate children
ages five though 10 on proper waste management behaviors, and
b) Environmental Collection Center (ECC) Paint Recycling Project in the amount of $116,800 to
establish a formal paint recycling program, and
2. Authorize the City Manager to accept and execute the NCTCOG grant contracts, if awarded, and
3 Authorize the use of $34,500 in Personnel Services from the Environmental Management Fund as
an in-kind match for these grants. The Early Childhood Environmental Behavior Program match is
$12,000 and the ECC Paint Recycling Project match is $22,500; and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations up to
$199,680 in the Grants Fund subject to receipt of the funds.
DISCUSSION
The Early Childhood Environmental Behavior Program will focus on educating children, ages five
through 10 about waste reduction, recycling, and proper disposal of household hazardous waste and
trash The primary component of the project is an animated educational video featuring "Captain Crud"
and the "Cruddies" This video will be distributed to all elementary schools in the Fort Worth
Independent School District and those school districts serving the 23 participating cities of the
Environmental Collection Center The funds received will also be used to develop/purchase study
materials, handouts and teacher guides, school assembly presentations and adaptation of the video for
Internet presentation
The ECC Paint Recycling Project will use the funds to purchase two paint recycling units, supplies, a
storage building, .provide for education about -the project, and purchase a computer for statistical
documentation It is anticipated that the ECC will experience a 30% drop in the disposal cost for latex
paint by implementing this program which will benefit not only Fort Worth but also the 23 participating
cities that use the ECC
