AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $147,074 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING THE CITY'S CLEAN AIR POLLUTION CONTROL PROGRAM, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the vanous City departments for the Fiscal Yeaz 2000-01 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$147,074 from available funds for the purpose of funding the City's Clean Air Pollution Control Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaming portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance aze ui direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE FOR THE AIR POLLUTION CONTROL GRANT FOR
FY 2000-2001
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit an application for, and accept if offered, a grant from the
Texas Natural Resource Conservation Commission (TNRCC) for the Environmental Management
Department's Air Pollution Control Program in the amount of $98,540; and
2. Authorize anon-interest bearing inter-fund loan from the Environmental Fund to the Grants Fund in
the amount of $24,635 for interim financing of 25% of this grant project pending contract execution,
and
3 Authorize the use of $48,534 in the General Fund as an in-kind match for this grant; and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $147,074, and
5 Apply indirect costs in accordance with the City's Administrative Regulation 3-15, applying the most
recently approved rate of 17 61 % for the Environmental Management Department, not to exceed
$14,511, which is included in the grant amount of $98,540
DISCUSSION
The TNRCC is the pass-through agency for all Environmental Protection Agency (EPA) Section 105
grant funds EPA Section 105 grant funds have been received annually by the City's Air Pollution
Control Program in cooperation with the TNRCC, to enforce federal and state Clean Air Act provisions
within the City This includes inspections of specific emission sources, daily monitoring of ozone and
particulate levels, permit reviews, and complaint investigations
This grant requires alocal-in-kind match of $48,534 The City's proposed General Fund budget for FY
2000-2001 includes the $48,534 which will be used as matching funds for this grant. The interim
funding of $24,635 will be returned to the Environmental Fund upon execution of a grant contract with
the TNRCC
No City funds will be expended before the grant is approved Upon approval and acceptance of the
grant, City funds will be expended before receipt of grant funds

FISCAL CERTIFICATION/INFORMATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the
attached appropriation ordinance, and receipt of the grant contract, funds will be available in the current
operating budget, as appropriated, of the Grants Fund Upon execution of the grant contract, the inter-
fund loan of $24,635 will be returned to the Environmental Fund
