HomeMy WebLinkAboutOrdinance 14078ORDINANCE NO ' AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH CLASSIFICATION (RANK) IN THE FIRE DEPARTMENT FOR FISCAL YEAR 1999-2000, PROVIDING FOR THE CREATION OF ONE ADDITIONAL CAPTAIN POSITION, TWO ADDITIONAL LIEUTENANT POSITIONS, THREE ADDITIONAL ENGINEER POSITIONS, AND EIGHT ADDITIONAL FIREFIGHTER POSITIONS, PROVIDING A STATEMENT OF PURPOSE AND INTENT, PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING A SEVERABILITY CLUASE, AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City's Annual Budget Ordinance for the 1999-2000 Fiscal Year, the most recent ordinance concerning the authorized and budgeted positions for the Fire Department, adjusted the Department's civil service staffing as follows Deputy Chiefs 3 Battalion Chiefs 23 Captains 78 Lieutenants 107 Engineers 169 Firefighters 351 Total 731 WHEREAS, the Fire Chief now requests that the Council readjust the total authorized number of Fire Department civil service positions at each classification (rank) for the remainder of the 1999-2000 fiscal year, in conformity with the changes set forth below; and WHEREAS, pursuant to Chapter 143 021(a), Texas Local Government Code, the City Council may prescribe and/or adjust the authorized number of positions in each classification (rank) by ordinance, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That, effective immediately upon the adoption of this ordinance, the following positions shall be the only civil service positions in each classification (rank) authorized in the City of Fort Worth Fire Department for the remainder of Fiscal Year 1999-2000, or until modified by subsequent ordinance Deputy Chiefs 3 Battalion Chiefs 23 Captains 79 Lieutenants 109 ** Engineers 172 *** Firefighters 359 **** Total 745 Creates 1 new position *'~ Creates two new positions **'` Creates three new positions '~'~~* Creates eight new positions SECTION 2 The "Mayor and Council Communication" memorandum that is presented contemporaneously with this ordinance is hereby expressly incorporated herein by reference for further clarification and explanation of the purposes and intent of the City Council in the adoption of this ordinance SECTION 3 It is hereby declared to be the intention of the City Council that the phrases, clauses, sentences, paragraphs or sections of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconsitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section SECTION 4 This ordinance shall take effect and be in full force and effect from and after its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY 6' ;J a.- City Attorney Date ~' -~ ADOPTED c~ "~ - 00 EFFECTIVE oZ-~"~O City of Fort Worth, Texas M,~A~ae and Coancil C,ommunieAtion DATE I REFERENCE NUMBER LOG NAME PAGE 2/8/00 G-12806 36ADJUST 1 of 2 SUBJECT SUPPLEMENTAL APPROPRIATION ORDINANCE AND ORDINANCE ADJUSTING THE AUTHORIZED CIVIL SERVICE STRENGTH IN THE FIRE DEPARTMENT RECOMMENDATION It is recommended that the City Council 1 Adopt the attached ordinance specifying the number of authorized positions in the Fire Department and increasing the number of Fire Captain positions by one, Fire Lieutenant positions by two, Fire Engineer positions by three and Firefighter positions by eight;
