HomeMy WebLinkAboutOrdinance 14179•a:C'~ • OrdinanceNo. 1 ~~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,727,638 FROM AVAILABLE FUNDS, UPON RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING A WASTEWATER WET WEATHER DEMONSTRATION PROJECT AT VILLAGE CREEK WASTEWATER TREATMENT PLANT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $1,727,638 from available funds, upon receipt of the grant, for the purpose of funding a Wastewater Wet Weather Demonstration Project at Village Creek Wastewater Treatment Plant. SECTION 2. r~ L J That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force after the date of its passage, and it is so ordained. DISCUSSION In 1999, the City requested federal funding assistance for construction of an innovative wastewater treatment system to handle wet weather flows at the Village Creek Wastewater Treatment Plant (VCWTP) A $1 million special needs grant was incorporated in the 2000 federal appropriations bill for Fort Worth A grant notice and request for apre-application meeting was received from the U S Environmental Protection Agency in December, 1999 In March, 2000, the City was informed that the grant was subject to an across-the-board federal budget cut, reducing the amount to $950,200 The proposed grant funds would be used to partially fund a wastewater wet weather demonstration project at the VCWTP This project includes a proposed $26 million wet weather flow treatment system incorporating an innovative enhanced high rate clarification (EHRC) process.
