suB~ECT APPROPRIATION ORDINANCE AND APPLICATION FOR ENVIRONMENTAL
PROTECTION AGENCY REGION 6 WASTEWATER WET WEATHER
DEMONSTRATION PROJECT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept if awarded, a grant from the Environmental
Protection Agency in the amount of $950,200 for a wastewater wet weather demonstration project;
contingent upon receipt of matching funds from the State Revolving Loan Fund, and
2 Transfer $777,438 from the State Revolving Loan Fund to the Grants Fund contingent upon receipt
of funds from the State Revolving Loan Fund, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$1,727,638 in the Grants Fund upon receipt of the grant.
DISCUSSION
In 1999, the City requested federal funding assistance for construction of an innovative wastewater
treatment system to handle wet weather flows at the Village Creek Wastewater Treatment Plant
(VCWTP) A $1 million special needs grant was incorporated in the 2000 federal appropriations bill for
Fort Worth A grant notice and request for apre-application meeting was received from the U S
Environmental Protection Agency in December, 1999 In March, 2000, the City was informed that the
grant was subject to an across-the-board federal budget cut, reducing the amount to $950,200
The proposed grant funds would be used to partially fund a wastewater wet weather demonstration
project at the VCWTP This project includes a proposed $26 million wet weather flow treatment system
incorporating an innovative enhanced high rate clarification (EHRC) process. The "1999 Fort Worth
Facilities Plan (2000-2020)" recommended transport of a percentage of wet weather flows to the
VCWTP, or satellite plant, with subsequent treatment by the EHRC process as the most cost effective
and environmentally acceptable means of handling wet weather flow in the wastewater system through
the year 2020
It is planned to use the proposed grant funds to pay for a portion of the EHRC process treatment unit,
which is estimated to cost $3 9 million A 45% fund match is required
e
4 y
This matching amount is anticipated from the State Revolving Loan Fund in the amount of $777,438
No salaries will be charged to this grant; therefore, the City's indirect cost rate does not apply
