HomeMy WebLinkAboutOrdinance 14088} Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT $475,000 00 SUBJECT TO THE RECEII'T OF THE FUNDS FOR THE PURPOSE OF FUNDING THE URBAN LAKES POLLUTANTS PROJECT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Funds in the amount of $475,000 00 subject to the receipt of the grant for the purpose of funding the Urban Lakes Pollutants Project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. The City project will supplement and expand upon a joint project by the Texas Natural Resource Conservation Commission (TNRCC) and the United States Geological Survey (USGS) The TNRCC and USGS joint project describes historical trends in the occurrence of selected pollutants and determines the extent of current input. `' ti ~ "~! ` °'~ ~'~ t-- ~ ,~~ City of Fort Worth, Texas ~1-~A~ar send caunc( IC,am~nun~cAt~an DATE 2/15/00 REFERENCE NUMBER **G-12811 LOG NAME 52LAKES PAGE 2 of 2 SUBJECT GRANT APPLICATION FOR URBAN LAKES POLLUTANTS PROJECT The funds received will be expended for one full-time position and consultants or other professional entities to complete a study evaluating the cost and effectiveness of potential best management practices (BMPs) such as the use of high-efficiency street sweepers, storm drain system cleaning, erosion control measures for re-development construction sites, focused watershed education and pollutant collection programs, sedimentation and filtration structural controls and lake dredging Other measures include sample collection, soil coring activities, a global positioning system (GPS) and field use pen tablets Expected costs include establishment of an atmospheric deposition monitoring site in Fart Worth to track mercury concentrations in rainwater The proposed grant, if awarded to the City of Fort Worth, will be for athree-year period with the terms specified in the grant.
