HomeMy WebLinkAboutOrdinance 14198v: y„~ Ordinance No. ! y~~d AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $100,000 SUBJECT TO THE RECEII'T OF THE FUNDS FROM THE TEXAS D)JPARTMENT OF HEALTH AND THE TEXAS DIABETES PROGRAM/COUNCIL FOR THE PURPOSE OF FUNDING THE DIABETES AWARENESS AND EDUCATION PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $100,000 subject to the receipt of the funds from the Texas Department of Health and the Texas Diabetes Program/Council for the purpose of funding the Diabetes Awareness and Education Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force after the date of rts passage, and it is so ordained. APPROVED A TO ORM AND LEGALITY ssis City Attorney ~~ro~ 2lC_ Dat S --~6 -v~ Adopted 5-- /7-vv Effective City of Fort Worth, Texas Afar And C,aunc~l ~o~»~»un~cAt~an ~~ DATE REFERENCE NUMBER LOG NAME PAGE 5/16/00 **C-18004 50THIRD 1 of 2 SUBJECT APPROPRIATION ORDINANCE AND GRANT CONTRACT WITH THE TEXAS DEPARTMENT OF HEALTH AND THE TEXAS DIABETES PROGRAM/COUNCIL FOR A DIABETES AWARENESS AND EDUCATION IN THE COMMUNITY GRANT FOR THE THIRD YEAR FROM SEPTEMBER 1, 2000 TO AUGUST 31, 2001 RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for, and if offered, accept and execute a grant contract with the Texas Department of Health (TDH) and the Texas Diabetes Program/Council (TDP/C) for $100,000 to be used to increase diabetes awareness and education at the community level, and 2 Adopt the attached appropriation ordinance increasing appropriations and estimated receipts by $100,000 in the Grants Fund, and 3 Apply indirect cost at a rate of 27 31 %, which represents the rate that was budgeted during the last fiscal year of this grant proposal, and is the agreed upon rate currently being applied to the grant. An increase to the indirect cost would significantly impair the possible refunding of this grant. DISCUSSION Diabetes is an epidemic and a public health crisis in Texas It is estimated that the population in Texas with diabetes is 6 5% Diabetes impacts minorities disproportionately, with 11 4% of African-Americans and 9 3% of Hispanics suffering from the disease (Texas Diabetes Fact Sheet, 1997) In 1998, the City's Public Health Department Community Needs Assessment showed that the prevalence of diabetes in Fort Worth was 8 8% In order to address the prevalence of diabetes, the TDH and the TDP/C offer the Diabetes Awareness and Education in the Community (DAEC) grant.
