AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $275,015
FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE 2000
SUMMER FOOD PROGRAM FROM THE TEXAS DEPARTMENT OF HUMAN
SERVICES, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
i
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999f 00 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $275,015 from available funds for the purpose of funding the 2000 Summer Food
Program from the Texas Department of Human Services.
SECTION 2.
~ Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13886 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT EXECUTION OF A CONTRACT WITH THE TEXAS DEPARTMENT OF HUMAN
SERVICES FOR THE 2000 SUMMER FOOD SERVICE PROGRAM AND ADOPTION
OF RELATED APPROPRIATION ORDINANCE
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to submit an application to, and accept if awarded, a grant from the
Texas Department of Human Services (TDHS), requesting $275,015 for the 2000 Summer Food
Service Program, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $275,015 from available funds, and
3 Execute a contract with the TDHS for the Summer Food Service Program, and
4 Apply indirect cost rates in accordance with the City's Administrative Regulation 5-15 (18 66%)
which represents the most recent approval rate for this department.
DISCUSSION
The City has sponsored a summer food program for children since 1969 The program provides
nutritious lunches and snacks, prepared by a private vendor, to youth 18 years of age and younger,
including families in low-income housing Last year, 89,191 lunches and 85,077 snacks were served to
approximately 2,500 children at 41 sites for a total operating cost of $254,750 The total administrative
cost was $16,742.
The TDHS has notified the City that funds are available for the operation of the 2000 program It is
projected that 95,125 lunches and 90,125 snacks will be served to approximately 2,750 children at
approximately 50 full-time sites during the 39 day program, from June 5, 2000, through July 28, 2000
The program will be administered by the Community Services Division of the Parks and Community
Services Department.
Because the program requires daily monitoring of the serving sites, eight temporary employees, whose
salaries will be paid from the grant fund, will be hired for this purpose In addition, four existing staff
persons will also be paid a minimum of two hours and a maximum of eight hours per day from the
program's operating funds These persons will be responsible for the implementation and monitoring of
the Summer Food Service Program
This program serves all Council Districts

The Finance Director certifies that upon approval and execution of all of the above recommendations
and adoption of the attached appropriation ordinance, funds required for this project will be available in
the current operating budget, as appropriated, of the Grants Fund
