HomeMy WebLinkAboutOrdinance 18993-01-2010Ordinance No 18993-01 2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO $1 800 000 00 UPON RECEIPT OF A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE FISCAL YEAR 2010 COMMUNITY SERVICES BLOCK GRANT PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. 8E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in an amount up to $1 800 000 00 upon receipt of a grant from the Texas Department of Housing and Community Affairs for the Fiscal Year 2010 Community Services Block Grant program SECTION 2 That should any portion section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption. No. 1`8993-01-2010 DATE Tuesday January 12 2010 LOG NAME 80CSBG10 REFERENCE NO C-24027 SUBJECT Authorize a Grant and Contract with the Texas Department of Housing and Community Affairs for Community Services Block Grant Up to a Total of $1 800 000 00 through December 31 2010 Authorize Interfund Loan Adopt Appropriation Ordinance and Apply Indirect Costs RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept a grant and execute an extension of contract with the Texas Department of Housing and Community Affairs in an amount up to $1 800 000 00 for the Fiscal Year 2010 Community Services Block Grant program 2 Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the amount of $300 000 00 for interim financing of this grant project, pending contract execution 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $1 800 000 00 and 4 Apply indirect costs at a rate of 19 18 percent, which is the most recently approved rate for this department, and apply the new approved rate when available DISCUSSION The Texas Department of Housing and Community Affairs (TDHCA) has notified the City to use the prior year's grant award and contract amount as a planning figure for the Fiscal Year 2010 Community Services Block Grant (CSBG) program The total 2009 contract amount was $1 432 724 60 City staff projects an increase in funding resulting in an estimated grant award of $1 800 000 00 for this program in 2010 The extension of the CSBG program would provide for programs and services to assist low income persons with self-sufficiency case management, emergency assistance outreach and certification for energy assistance information and referral holiday assistance as well as services to provide clients with transportation to services for medical educational employment and other needs Ten neighborhood Community Action Partners offices managed by the Parks and Community Services Department will be utilized to deliver program services Interim financing is necessary to provide transition from one grant funding period to the next.
