HomeMy WebLinkAboutOrdinance 19028-02-2010Ordinance No 19028-02 2010 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $20 000 00 UPON RECEIPT OF A MONETARY DONATION FROM CVS PHARMACY INC FOR THE PURPOSE OF FUNDING POLICE DEPARTMENT COVERT OPERATIONS PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the amount of Special Trust Fund in the amount of $20 000 00 upon receipt of a monetary donation from CVS Pharmacy Inc. for the purpose of funding Police Department covert operations. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY Assistant City Attorney ADOPTED AND EFFECTIVE. Tuesday February 09 2010 REFERENCE NO *G-16836 LOG NAME 35TROJANHORSE2010 SUBJECT Accept a Donation from CVS Pharmacy Inc. in the Amount of $20 000 00 for the Police Department, Narcotics Section to Target Organized Retail Thefts and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept a monetary donation in the amount of $20 000 00 from CVS Pharmacy Inc. and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Trust Fund in the amount of $20 000 00 from available funds for the purpose of funding for the Police Department, Narcotics Section to target organized retail thefts. DISCUSSION The Police Department has a history of working closely with corporate security and other retail store investigators in order to investigate various types of criminal activity CVS Pharmacy Inc. (CVS) has expressed an interest in donating the sum of $20 000 00 to fund retail theft operations. This program is intended to target organized crime including drug trafficking organizations and suspects involved in organized retail theft. This program is currently being organized under the Narcotics Section of the Police Department. CVS is one of the many retail chains that have offered to assist with funding projects where law enforcement has limited funding has mutual benefits and assists in the disruption of organized crime.
