AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $60 510 00 UPON RECEIPT OF THE
FISCAL YEAR 2010 RECOVERY ACT STOP VIOLENCE AGAINST WOMEN FORMULA
GRANT PROGRAM FROM THE STATE OF TEXAS' OFFICE OF THE GOVERNOR,
CRIMINAL JUSTICE DIVISION, TO PROVIDE FOR THE PLANNING AND EVALUATION
OF A COUNTYWIDE FAMILY ADVOCACY CENTER, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $60 510 00 upon receipt of the Fiscal Year 2010 Recovery Act STOP
Violence Against Women Formula Grant Program from the State of Texas Office of the Governor
Criminal Justice Division, to provide for the planning and evaluation of a countywide Family Advocacy
Center
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Ratify the application for and authorize the acceptance of if awarded the Fiscal Year 2010 Recovery
Act STOP Violence Against Women Formula Grant Program for $60 510 00 in funding from the State of
Texas Office of the Governor Criminal Justice Division
2. Adopt a Resolution ratifying the Police Department's application for the Fiscal Year 2010 Recovery Act
STOP Violence Against Women Formula Grant Program and authorizing the Assistant City Manager over
the Police Department to accept, reject, alter or to terminate $60 510 00 in grant funds from the Fiscal
Year 2010 Recover Act STOP Violence Against Women Formula Grant Program and authorizing the
making of assurances required by the State of Texas Office of the Governor Criminal Justice Division
3 Authorize the City Manager to execute a contract in connection with the acceptance of the grant, if
awarded and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $60 510 00 upon receipt of the grant.
DISCUSSION
The Recovery Act STOP Violence Against Women Formula Grant Program (VAWA-Recovery Act) is
Federal Recovery Act money that is distributed on a State level through Texas Office of the Governor
Criminal Justice Division (CJD). The Fort Worth Police Department is requesting $60 510 00 to provide for
the planning and evaluation of a Countywide Family Advocacy Center (FAC) to provide comprehensive
services in one location to women who are victims of domestic violence and/or sexual assault.
Under this grant, the National Justice Center Family Alliance will provide consulting services for the FAC
including on site strategic planning sessions, webinar trainings and troubleshooting assistance as
needed The grant provides for travel expenses for a site visit to the San Diego Family Advocacy Center
which is considered to be the nationwide model Additionally the Center for Criminal Justice Research
and Training at the University of Texas at Arlington will provide survey research and reporting to assist in
the planning process.

The grant requires that the City adopt a resolution which provides assurances that funds will be returned
to the Criminal Justice Division in full in the event of loss or misuse of Criminal Justice Division grant
funds and which designates the official authorized to accept, reject or alter the grant.
FISCAL INFORMATION /CERTIFICATION
The Financial Management Services Director certifies that upon approval of the above recommendations
receipt of the grant and adoption of the attached appropriation ordinance funds will be available in the
current operating budget, as appropriated of the Grants Fund
