HomeMy WebLinkAboutOrdinance 19081-03-2010Ordinance No 19081-03-2010 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO $285,482.00, UPON RECEIPT OF A GRANT FROM THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION FOR THE LIBRARY DEPARTMENT'S INTER-LIBRARY LOAN PROGRAM YEAR SEPTEMBER 1, 2010 THROUGH AUGUST 31, 2011, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in an amount up to $285,482 00, upon receipt of a grant from the Texas State Library and Archives Commission for the Library Department's Inter-Library Loan Program year September 1, 2010 through August 31, 2011 SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption TO FORM AND LEGALITY t City ADOPTED AND EFFECTIVE. DATE Tuesday, March 23, 2010 REFERENCE NO *"C-24139 LOG NAME 841LLSFY2011 SUBJECT Authorize the Application for and Acceptance of, if Awarded, a Grant from the Texas State Library and Archives Commission in an Amount Up to $285,482 00 for the Library Department's Inter-Library Loan Program, Authorize Execution of a Grant Agreement and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas State Library and Archives Commission for the Library Department's Inter-Library Loan Program year September 1, 2010, through August 31, 2011, in an amount up to $285,482 00, 2 Authorize the City Manager to execute a Grant Agreement with the Texas State Library and Archives Commission relating to such grant; 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in an amount up to $285,482.00 upon receipt of the grant; and 4 Apply indirect costs using the most recently approved indirect cost rate of 23 percent for the Library Department. DISCUSSION The Texas State Library and Archives Commission proposes to grant funds to the Fort Worth Public Library to provide resource sharing and inter-library loan services to libraries in the 20 adjacent counties north and west of the City of Fort Worth The Fort Worth Public Library serves as a "Major Resource Center" under the Texas Library Systems Act.
