AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $197 805 00 FROM FUNDS
RECEIVED THROUGH DONATION AND ANIMAL ADOPTIONS FOR THE PURPOSE
OF FUNDING THE RENT-FREE CITY OPERATED SHELTER-ANIMAL ADOPTION
CENTER WITHIN PETSMART INC STORE NUMBER 187 PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2010 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $197 805 00 from funds received through donations and animal
adoptions, for the purpose of funding the rent-free City operated shelter-animal adoption center within
PetSmart, Inc. Store Number 187
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18809 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Authorize the allocation of $197 805 00 for Fiscal Year 2010 costs for the operation of a pet adoption
center at PetSmart, Inc. Store No 187 located at 4800 Southwest Loop 820 in Fort Worth
2 Authorize revenues generated from donations throughout the year and from pet adoptions at the
PetSmart adoption center to be dedicated to and deposited in the appropriate section of the Special Trust
Fund to offset recurring costs for operation of the adoption center at PetSmart;
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund by $197 805 00 and
4 Authorize City staff to solicit and accept donations for adoption center operations
DISCUSSION
On February 9 2010 the City Council approved M&C C-24087 which authorized an initial two year
contract with PetSmart Charities to establish an animal shelter/animal adoption center at PetSmart, Inc
Store No 187 located at 4800 Southwest Loop 820 in Fort Worth The Contract provides rent free space
totaling approximately 1 800 square feet that will accommodate approximately 25 animals
The Code Compliance Department proposes using a combination of donations and adoption related
revenues to offset the costs of the adoption center program Funding sources include
. $104 535 00 in collected donations
. $30 000 00 in anticipated donations to be received throughout the year
. $49 020 00 generated annually from adoptions at the PetSmart adoption center under the current,
Council-approved fee schedule and
. $14 250 00 generated annually from PetSmart Charities Adoption Rewards Program which as
currently structured would pay the City up to $15 for each animal adopted at the PetSmart adoption
center

City staff is recommending that all revenues and donations collected at the PetSmart adoption center be
invested back into the program In addition staff is requesting the City Council's approval to solicit
donations to assist with operation of the adoption center If these measures are approved it is anticipated
that the donations and the earned revenues will generate sufficient funding for this project to be self
supporting during the two year pilot program phase Should expenditures outpace revenues scheduling
and staffing adjustments within the Animal Care and Control division will be initiated to ensure this
initiative remains cost neutral with respect to the General Fund

The Financial Management Services Director certifies that upon approval of the above recommendations
adoption of the attached appropriation ordinance and receipt of donated funds funds will be available in
the current operating budget, as appropriated of the Special Trust Fund
