AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS IN THE POLICE
DEPARTMENT, ADDING TWO CORPORAL/DETECTIVE POSITIONS,
PROVIDING A STATEMENT OF PURPOSE AND INTENT FOR THE
ADOPTION AND IMPLEMENTATION OF THIS ORDINANCE,
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE,
PROVIDING A SEVERABILITY CLAUSE, PROVIDING FOR
ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE, AND
PROVIDING AN EFFECTIVE DATE.
BE IT HEREBY KNOWN
WHEREAS the Police Chief has requested the City Council to readjust and
thereafter specify the total number of authorized civil service positions m the Police
Department into conformity with the proposed changes as set forth immediately below m
order to effect efficient economy of the operations of the Police Department; and
WHEREAS on October 27 2009 the City Council approved the most recent
ordinance concerning the authorized positions for the Police Department. In that
ordinance, the Council adjusted the Police Department's civil service staffing, effective
October 27 2009 as follows

Sergeant 161
Corporal/Detective 210
Police Officer 1,118
Total 1,553
WHEREAS pursuant to Chapter 143 021 (a), Texas Local Government Code, the
City Council may prescribe the authorized number of positions m each classification
(rank) and the correct number of civil service positions by ordinance;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS
SECTION 1
That, following the formal adoption of this ordinance, the following positions
shall be the only civil service positions in each classification (rank) authorized m the City
of Fort Worth Police Department for the remainder of the fiscal year 2009-2010 or until
modified by subsequent ordinance:
Deputy Chief 5
Captain 13
Lieutenant 46
Sergeant 161
Corporal/Detective 212
Police Officer 1,118
Total 1,555
SECTION 2.
The `Mayor and Council Communication memorandum, which is presented
contemporaneously with this ordinance, is hereby expressly incorporated herein by
reference for further clarification and explanation of the .purpose and intent of the Council
m their adoption as well as the Department's implementation of this ordinance.
SECTION 3
This ordinance shall be cumulative of all provisions of previous ordinances and of
the Code of the City of Fort Worth, Texas (1986), as amended, except where the
provisions of this ordinance are m direct conflict with the provisions of pnor civil service
staffing ordinances for the Police Department and such Code, m which event conflicting
provisions of such ordinances and such code provisions are hereby repealed and this
ordinance shall be controlling.
SECTION 4
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of these ordinances are severable, and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent ~unsdiction,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation m this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 5
This ordinance shall take effect and be in full force and effect from and after its
passage, and rt is so ordained.

Adopt Civil Service Staffing Ordinance Increasing Authorized Strength by Two Corporal/Detectives in the
Police Department
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance specifying the number of authorized
civil service positions in the Police Department, thereby effectively increasing the number of authorized
positions by two corporal/detective positions
DISCUSSION
September 15 2009 the City Council adopted the Fiscal Year 2009-2010 budget. The total authorized
civil service staffing was 1 548 On October 27 2009 the City Council approved the utilization of five of the
Patrol Allocation Model (PAM) positions originally earmarked for patrol growth for Fiscal Year 2009 but
not enacted due to attrition This approval included two of the officer positions be used as detectives for
the Special Investigation Unit and three additional sergeants in M&C G-16748 This change increased the
authorized staffing level to 1 553 Staff is now requesting that two more of the PAM officer positions be
changed to the corporal/detective rank and then added to the authorized staffing level for
corporal/detective in the Family Violence Unit.
The Family Violence Unit currently has ten detectives assigned to it. With the continued increase in family
violence they need two additional detectives to address their heavy caseload The nature of these cases
requires prompt investigation to prevent repetitive crimes that could escalate into even higher levels of
violence
The Police Department's authorized civil service strength is 1 553 Approval of the attached ordinance
would result in the following changes effective upon adoption of the ordinance (See table below)
