ORDINANCE NO ~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANT FUND IN THE AMOUNT OF $100,000.00,
SUBJECT TO RECEIPT OF A GRANT FROM U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT (HUD) FOR THE PURPOSE OF FUNDING
HOMEOWNERSHIP COUNSELING SERVICES, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998/99 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Fund
in the amount of $100,000.00, subject to receipt of a grant from U S. Department of Housing and Urban
Development for the purpose of funding Homeownership Counseling Services.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT GRANT APPLICATION FOR-HOMEOWNERSHIP COUNSELING SERVICES
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to submit a competitive grant application to the U S Department of
Housing and Urban Development (HUD) for $100,000 for Housing Counseling Services and accept
the grant, if offered, and
2 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Grant Fund by $100,000, subject to receipt of the grant; and
3 Certify that the activities to be funded with the Housing Counseling Services funds are consistent
with the City of Fort Worth's Consolidated Plan
DISCUSSION
The U S Department of Housing and Urban Development (HUD) recently issued a competitive Notice
of Fund Availability (SuperNOFA No 1) covering several HUD programs, including $16,600,000 for the
Housing Counseling Services program Local entities certified by HUD as housing counseling agencies
can apply for this fund in an amount not to exceed $100,000 The Housing Department successfully
competed for this fund in 1998 and was awarded $100,000 in December of 1998
The City of Fort Worth's Housing Department was certified by HUD as a housing counseling agency on
December 19, 1997 In September of 1998, the City Council, through M&C G-12337, approved our
Housing Counseling Program design, as well as the authority to receive private donations
The City, through the Housing Finance Corporation and its other non-profit partners, administers an
infill housing development program in the central city, utilizing City-owned vacant properties and
properties acquired from private owners The objectives of this program are to make housing more
affordable to low-income families, revitalize our neighborhoods, and return these properties to the tax
roll
The City also has aCity-wide homeownership program offering closing costs, downpayment assistance
and soft second mortgages to make housing affordable to low income families Homeownership
counseling is a critical component of these programs and is required of all homebuyers Educational
and outreach programs, which are eligible activities under this grant, are particularly needed among
low-income, minority and other underserved groups

SUBJECT GRANT APPLICATION FOR HOMEOWNERSHIP COUNSELING SERVICES
The Housing Department has been providing outreach, intake and homeownership counseling services
to potential homebuyers for four years Its focus is on first-time homebuyers Last year, more than
1,800 clients were provided housing counseling services The proposed number of clients to be served
with this grant is more than 2,000 The City's housing counseling program follows HUD's guidelines for
housing counseling services It includes intake and screening, homeownership training and counseling,
referral and follow-up The training and counseling component covers City, HUD and other programs,
pre-purchase, pre-occupancy, post-occupancy, management and budget counseling, short-term credit
repair and mortgage default counseling
The housing counseling services are available in all Council Districts
The Safety and Community Development Committee approved this recommendation at its April 13,
1999 meeting
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon adoption of the attached appropriation ordinance, funds will be
available in the current operating budget, as appropriated, of the Grants Fund
