HomeMy WebLinkAboutOrdinance 13815Ordinance No ~~ J AN ORDINANCE APPROPRIATING $14,000 00 TO THE GENERAL FUND AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING FOR THE CITY'S MEMBERSHIP WITH THE NORTH AMERICAN INTERNATIONAL TRADE CORRIDOR PARTNERSHIP; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased appropriation in the General Fund in the amount of $14,000.00; thereby decreasing the unreserved, undesignated Fund balance by the same amount for the purpose of • providing funding for the City's membership with the North American International Trade Corridor Partnership. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 • This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. It is recommended that the City Council. 1 Adopt the attached supplemental appropriation ordinance increasing appropriations in the General Fund by $14,000 and decreasing the unreserved, undesignated General Fund balance by the same amount; and 2 Authorize the City Manager to join a new initiative called the North American International Trade Corridor Partnership (NAITCP) at an annual cost of $14,000 a year DISCUSSION Texas and Mexico have been neighbors and friends for well over a century, but economic opportunities have increased since 1995 due to the signing of the North American Free Trade Agreement (NAFTA) As a result, Texas exports to Mexico have grown from $18 billion in 1995 to more than $36 billion in 1998 Nearly 40% of all U S goods exported to Mexico come from Texas Fort Worth's exports to Mexico have doubled since the NAFTA was signed, from $132 million in 1993 to $266 million in 1997 Many small businesses are finding it easier to do business with Mexico As part of last year's search for a Mexico Sister City, a group from Fort Worth traveled to the city of San Nicolas de los Garza in December 1997 A strong relationship has formed between the two cities, with an emphasis on business development. San Nicolas de los Garza has taken the lead on NAITCP The NAITCP is designed to expand trade and promote economic development in the United States, Mexico and Canada by networking cities and local organizations The NAITCP will focus its efforts on assisting small businesses that face the greatest difficulty in developing international business contacts The NAITCP provides a database of contact names of international businesses and organizations in cities across the NAFTA corridor to promote direct contact between cities to expand trade and tourism Over 100 Mexican cities and eight states are currently participating There are also American and several Canadian cities involved in the initiative NAITCP membership will provide Fort Worth with a network of hundreds of Mexican contacts NAITCP membership will provide discounts to Fort Worth businesses to attend and participate in international trade shows It would also greatly benefit our local companies to hold NAITCP trade shows in Fort Worth The NAITCP hopes to promote economic development through courses and seminars on imports/exports, financial assistance available from financial institutions, marketing and international trade City of Fort Worth, Texas M,Ayar And Caunc~l Camman~cAtian DATE REFERENCE NUMBER LOG NAME PAGE 5/25/99 G-12571 02NAITCP 2 of 2 suB.JECT AUTHORIZE THE CITY OF FORT WORTH TO JOIN THE NORTH AMERICAN INTERNATIONAL TRADE CORRIDOR PARTNERSHIP The Council of Mayors governs the NAITCP and meets once a year during the Summit of Mayors There is a Board of Directors made up of thirteen representatives from the three countries Reporting to the Board of Directors is the Executive Director, who is responsible for day-to-day activities The NAITCP and San Nicolas de los Garza have extended an invitation to the City of Fort Worth not only to join the NAITCP, but to become the NAITCP's regional center in the U S Southwest.
