AN ORDINANCE AMENDING SECTIONS 2,4 and 6 OF ORDINANCE
NO 7323, AS AMENDED, BY REVISING THE BOUNDARIES OF
SINGLEMEMBER DISTRICT NUMBERS 2, 4 AND 6, MAKING THIS
ORDINANCE CUMULATIVE OF ALL ORDINANCES, REPEALING ALL
ORDINANCES AND PROVISIONS IN CONFLICT HEREWITH,
PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN
EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That Section 2 of Ordinance No 7323, as amended, be and the same is hereby
amended, and after being so amended, shall hereafter read and be as follows
"SECTION 2
"For the purpose of determining the qualifications as to candidacy, election or
appointment of a member to Place 2 of the City Council of the City of Fort Worth,
District No 2 shall be, and the same is hereby established and shall comprise all of that
portion of the City located within the following described boundary•
"DISTRICT NO 2
BEGINNING at the Intersection of Interstate Highway 35W (North Freeway) and
Northeast 28th Street;
THENCE East on Northeast 28th Street to North Riverside Drive,
THENCE South on North Riverside Drive to State Highway 121 (Airport Freeway),

SECTION 4
This ordinance sha{{ be and is hereby declared to be cumulative of all
other ordinances of the City of Fort Worth defining the boundaries of the
singlemember districts therein, and this ordinance shall not operate to repeal or
affect any of such other ordinances except insofar as the provisions thereof might

be inconsistent or in conflict with the provisions of this ordinance, in which event
such conflicting provisions, if any, in any such other ordinance or ordinances are
here by repealed
SECTION 5
It is hereby declared to be the intention of the City Council that the
sections, paragraphs, sentences, clauses and phrases of this ordinance are
severable, and, if any phrase, clause, sentence, paragraph or section of this
ordinance shall be declared void, ineffective, or unconstitutional by a valid
judgment or final decree of a court of competent jurisdiction, such voidness,
ineffectiveness or unconstitutionality shall not affect any of the remaining
phrases, clauses, sentences, paragraphs and sections of this ordinance since
the same would have been enacted by the City Council without the incorporation
herein of any such void, ineffective or unconstitutional phrase, clause, sentence,
paragraph or section
SECTION 6
That this ordinance shall take effect and be in full force and effect from
and after the date of its passage, and it is so ordained

RECOMMENDATION
It is recommended that the City Council
1 Approve the recommended revisions to City Council Singlemember Districts 2, 4 and 6, and
2. Adopt an ordinance amending Sections 2,4 and 6 of Ordinance No 7323, as amended, by
incorporating the recommended revisions into the City's Singlemember District Plan and making the
singlemember district boundaries of City Council District Nos 2, 4 and 6, coincide with the current
corporate boundaries of the City
DISCUSSION
Regular elections are scheduled for May 1, 1999, for the purpose of electing the Mayor and City
Councilmembers for Council Districts 2 through 9 Prior to conducting these elections, the City must
revise its Singlemember District Plan to accommodate changes in its corporate boundaries resulting
from annexations and a disannexation which have occurred since the City's last election These
changes in the Singlemember District Plan then must be submitted to the Voting Rights Division of the
Department of Justice for approval prior to the elections. The submission must include, among other
things, information on the nature, scope and potential impact of the boundary changes on the electoral
process, the resulting changes in population, and the accessibility of the voting process to all citizens,
particularly minority citizens
The last revision to the City's Singlemember District Plan was approved by the City Council on June 2,
1998, (Ordinance No 13472) in anticipation of the special election held on August 8, 1998 to fill the
vacancy in District 5 caused by the death of Mayor Pro Tem Eugene McCray Since that election, there
have been five annexations and one disannexation which will require revisions to the City's
singlemember district boundaries These proposed revisions are briefly described in the attached
"Summary of Annexation and Disannexation Activity", along with their anticipated impact on the
electoral process

IMPACT -The impact of these changes in corporate boundaries will be negligible on City elections. To
date, little development has occurred in the newly annexed areas, and as a result, any change in
population figures since the time of the annexations is insignificant. There will be no discernible impact
or influence on population figures, voting patterns, minority participation in the voting process or access
to the polling places, or election results because of the annexations and disannexation
