AN ORDINANCE INCREASING THE ESTIMATED RECEII'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT $492,588.00 SUBJECT TO THE RECEIPT OF THE GRANT FROM
THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE PURPOSE OF
FUNDING THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
$492,588.00 subject to the receipt of the grant from the Texas Department of Housing and Community Affairs for the purpose
of funding the Comprehensive Energy Assistance Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE FOR THE TEXAS DEPARTMENT OF HOUSING AND
COMMUNITY AFFAIRS COMPREHENSIVE ENERGY ASSISTANCE PROGRAM
THROUGH DECEMBER 31, 1999
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept funds in the amount of $492,588 from the Texas Department
of Housing and Community Affairs (TDHCA), increasing the 1999 allocation from $737,948 to
$1,230,536, and
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Grants Fund by $492,588, and
3 Apply indirect cost rates in accordance with the City's Administrative Regulation 3-15, at a rate of
25 52%, which is the most recently approved rate for this department, and apply the new, approved
rate when available
DISCUSSION
On April 6, 1999 (M&C G-12530), the City Council accepted a grant in the amount of $737,948 for the
TDHCA Comprehensive Energy Assistance Program (CEAP)
The City was notified through Letter of Notification No 10, effective July 1, 1999, that its 1999 allocation
had been increased by $492,588 to $1,230,536
Any decision that TDHCA makes to obligate additional funds or deobligate funds is based upon factors
including, but not limited to, the status of funding under grants to the TDHCA, the rate of contractor's
utilization of funds under this or previous contracts, the existence of questioned or disallowed costs
under this or other contracts between the parties, and the contractor's overall compliance with contract
terms.
The CEAP for contract year 1999 has six components 1) Energy Crisis, 2) Elderly/Disabled Assistance,
3) Co-Payment Assistance, 4) Heating and Cooling Systems, 5) Direct Service Support and 6) Case
Management. The allocation is being made to address the needs of low to moderate income house-
holds in Tarrant County that are paying a disproportionate amount to meet heating and cooling needs.
All households at or below 125% of the Federal Poverty Level will be afforded access to the program
All applicant households will be determined eligible according to the income guidelines and program
procedures Benefit determinations include the household's income, the household size, the energy
consumption, and/or the vulnerability of the household and the availability of funds The Parks and
Community Services Department will review all applications at the nine City-operated Neighborhood
Resources Development Program Center facilities. Payments will be made for eligible clients directly to
the utility vendors, and heating and cooling system repair companies of Tarrant County

THROUGH DECEMBER 31, 1999
The administrative cost for 1999 is restricted to a rate of 5.27%, Case Management to a rate of 6 33%
and Direct Services Support to a rate of 5% The remaining funds will be used for Energy Crisis,
Elderly/Disabled Assistance, Co-Payment Assistance and Heating and Cooling Systems for the
duration of the contract.
This program is located in all Council Districts.
FISCAL INFORMATION/CERTIFICATION..
The Finance Director certifies that upon approval of the above recommendations and the adoption of
the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund
