AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $480,000 00 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE TEXAS DEPARTMENT OF HEALTH FOR THE PURPOSE OF FUNDING THE
MATERNAL AND CHILD CARE HEALTH PROGRAM, PROVIDING FOR A SEVERABILITY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$480,000 00 subject to the receipt of the grant from the Texas Department of Health for the purpose of funding the Maternal
and Child Care Health Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are m direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT CITY OF FORT WORTH'S APPLICATION FOR TITLE V GRANT FOR MATERNAL AND
CHILD HEALTH SERVICES FOR FY99-2000 AND CONTRACT AMENDMENT FOR
FY97-98
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for Fiscal Year 99-2000 Texas Department of Health (TDH)
grant renewals for Maternal and Child Health (Title V) Program Activities, and accept the grant if
awarded, and
2. Authorize the City Manager to execute a contract amendment with the Texas Department of Health
(TDH) for FY97-98 Maternal and Child Health (Title V) program activities, increasing the ceiling on
the contract from $420,000 to $430,771, and
3 Adopt the attached appropriation ordinances increasing estimated receipts and appropriations in the
Grants Fund by $480,000 and $10,771, subject to execution of the FY97-98 contract amendment
and receipt of the grant.
DISCUSSION
In September 1997, the City and the Tarrant County Hospital District (TCHD) entered into an Interlocal
Agreement in which the TCHD agreed to assume the personal health services that were previously
provided by the City of Fort Worth As part of the agreement, the City agreed to subcontract the Title V
Grant to the Tarrant County Hospital District. Since the Title V Grant had a three year funding cycle, it
was anticipated that 1998 would be the last year that the City would apply for the grant and subcontract
it to the Tarrant County Hospital District. However, earlier this year, the Texas Department of Health
informed the City that the Title V grant funding cycle would be extended another year Therefore, the
City is applying for the Title V grant so that the City can subcontract the grant to the Tarrant County
Hospital District and health services in Fort Worth can be maintained TDH has agreed to pay an
additional $10,771 for services provided in excess of the FY97-98 contract ceiling
TCHD provided services in excess of the FY97-98 contract ceiling to Fort Worth residents
