HomeMy WebLinkAboutOrdinance 13823Ordinance No. 2 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $225,000 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE WEED AND SEED PROGRAM, PHASE N, THROUGH A GRANT FROM THE DEPARTMENT OF NSTICE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $225,000.00 from available funds for the purpose of funding the Weed and Seed Program, Phase N, through a grant from the Department of Justice. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remauung provisions shall be and remam in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordmances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. Authorize the City Manager to enter into an agreement with the Drug Enforcement Administration to receive up to $50,000 in federal seized funds to support the weeding side of the grant program through September 30, 2000; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $225,000 from available funds, and 4 Authorize the City Manager to execute a contract with the Crime Prevention Resource Center in the amount of $50,000, and 5 Authorize the City Manager to execute a contract with the Boys ~ Girls Clubs of Greater Fort Worth in the amount of $118,720 DISCUSSION Since 1992, Fort Worth has served as one of the original demonstration sites for Weed and Seed The original target area is composed primarily of three major neighborhoods. Near Southeast, Polytechnic and Stop Six. A fourth target area is in the Diamond Hill/West Northside area Both the Weed and Seed and the Comprehensive Communities Program grants require a steering committee, and in an effort to maximize resources, this has been combined into a committee for all 12 Neighborhood Policing Districts The committee is co-chaired by Mayor Barr and the United States Attorney for the Northern District of Texas, Paul Goggins. Other members are Chief of Police Thomas R. Windham, Assistant City Manager Libby Watson, the President of the Crime Control and Prevention District Board, the Tarrant County District Attorney, the Executive Director of the Crime Prevention Resource Center, the Chair of the Minority Leadership Council, and the Chair of the United Hispanic Council The Crime Prevention Resource Center will continue to serve as a partner in this grant and will operate the Special Emphasis section ($50,000) of the grant regarding Community Mobilization This program provides community based training in a variety of subjects, including local government operations, use of cable television, dispute meditation, etc. for five persons from each Neighborhood Policing District. The Boys & Girls Clubs of Greater Fort Worth will continue to operate the safe havens already established in each Weed and Seed site The sites are located at Van Zandt Guinn Elementary School (Near Southeast) and Washington Heights Elementary School (Diamond Hill) City of Fort Worth, Texas M'Ayar and Council C,~mmun~cAtion DATE REFERENCE NUMBER LOG NAME PAGE 6/1/99 **C-17450 35WEED 2 of 2 SUBJECT WEED AND SEED GRANT, PHASE VIII Emphasis continues to be placed on improving the economic development component of the Weed and Seed program More than $20 million in economic development and social services had been brought into the Weed and Seed target area since program inception, including the opening of a branch bank and a chain supermarket.
