AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $70,305 00 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE
PURPOSE OF FUNDING TXU ELECTRIC WEATHERIZATION PIGGYBACK PROGRAM,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$70,305 00 subject to the receipt of the grant from the Texas Department of Housing and Community Affairs for the purpose
of funding TXU Electric Weatherization Piggyback Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall m no way impair the remaming portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain m full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are iii direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT TXU ELECTRIC WEATHERIZATION PIGGYBACK PROGRAM
RECOMMENDATION.
It is recommended that the City Council
Authorize the City Manager to enter into a contract totaling $70,305 in anticipated funds from a
grant with the Texas Department of Housing and Community Affairs (TDHCA) to provide
weatherization for 116 homes in Tarrant County; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $70,305 subject to receipt of the grant; and
3 Apply indirect costs in accordance with the City Administrative Regulation 3-15 and apply the rate of
10 51 %, which represents the most recently approved rate for this department.
DISCUSSION.
The City has operated a weatherization program on a grant basis, funded by TDHCA, since 1982 The
current program year covers the period April 1, 1999, through March 31, 2000, and the anticipated
contract funding is $70,305
As implied by its name, this program is designed to "piggyback" on the state weatherization grant which
has been in place for several years. This grant is being made available by TXU Electric for customers
in its service area, and has five components:
• Offers additional weatherization measures These measures will be performed in addition to regular
weatherization measures currently under contract with TDHCA.
• Offers energy efficient refrigerators which are leased and installed when desired by our clients.
(Their refrigerator, when metered, must register as ahigh-energy user )
• Demonstrates, offers, and when desired by clients, installs appropriate water saving devices for all
participating clients. These devices shall be offered free to all clients
• Demonstrates, offers, and when desired by clients, installs and leases compact fluorescent lights
• Provides appropriate energy education for all participants. This includes information on how to read
an electric meter, better understand one's bill, understand the savings potential of using compact
fluorescent lights, efficient refrigerators, and water saving devices.
Program support cost may not exceed 15% of the total TXU Electric funds expended on any one unit.
This program is available county-wide
