ORDINANCE FOR THE MARINE COMMERCIAL HISTORIC DISTRICT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $2,400 from the General Fund to the Grants Fund for the City's cash match
and,
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by up to $6,000 from the Texas Historical Commission, subject to the receipt of a
grant.
DISCUSSION
On December 8, 1998, the City Council approved M&C G-12412, authorizing the application for and
acceptance of a Certified Local Government (CLG) grant from the Texas Historical Commission in the
amount of $6,000 to fund the preparation of a National Register of Historic Places nomination for the
1300 and 1400 blocks of North Main Street, which make up the "Marine Commercial Historic District."
In 1999, the City was awarded the CLG grant for this project in the amount of $3,600 As CLG grants
require a 60/40 funding split, the City's 40% cash match obligation totals $2,400
The grant will be used to hire a professionally qualified historic preservation consultant to conduct in-
depth historical research and prepare a National Register nomination for the Marine Commercial
Historical District.
The project will result in the nomination of the Marine Commercial Historic District to the National
Register The National Register listing ties in with one of the goals adopted by the City's Historic and
Cultural Landmarks Commission to proactively designate and recognize the City's historic resources
The District's listing in the National Register will not subject it to restrictions because owners of
properties listed in the National Register are not subject to restrictions unless federal funds are used
Furthermore, the District's listing will support the development of the Mercado project by increasing
promotional opportunities, providing eligibility for financial incentives and making available technical
assistance from the Texas Historical Commission staff
