AN ORDINANCE AMENDING ARTICLE IV, CHAPTER 2
(ADMINISTRATION) OF THE CODE OF THE CITY OF FORT WORTH
(1986), AS AMENDED, BY RENAMING DIVISION 1 THEREOF AS
"INFORMATION TECHNOLOGY SOLUTIONS DEPARTMENT";
PROVIDING FOR THE CREATION AND OPERATION OF AN
INFORMATION TECHNOLOGY SOLUTIONS DEPARTMENT; AND
FURTHER PROVIDING THAT THIS ORDINANCE IS CUMULATIVE;
PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS THAT:
SECTION 1
Division 1 of Article IV, Chapter 2 of the Code of the Crty of Fort Worth (1986), as
amended, ~s hereby renamed "Information Technology Solutions." Division 1 is further
amended so that it shall read as follows
Sec. 2-96. Establishment and Supervision of Department.
An Information Technology Solutions Department ("Department") is hereby established.
The Department shall be supervised by a director ("Director"), who shall be subject to
appointment and removal by the Crty Manager, and overseen by an Executive Steering
Committee, which shall consist of the Crty Manager and all Assistant Crty Managers. The
Director's salary shall be set by the City Manager m accordance with the City's compensation
plan.
Sec. 2-97. Department Employees.
The Director shall have the authority to appoint, employ and remove assistants,
employees and other personnel as the Director deems necessary for the efficient admimstration
of the Department's affairs and the execution of the Department's duties and obligations. The
Director shall prescribe the duties of and compensation to such assistants, employees and other
personnel.
Sec. 2-98. Department Duties.
(1) The Department shall provide strategic and operational planning on a City-wide
basis for all of the City's information technology
(2) The Department shall manage the procurement of information technology used by
the Crty, including without limitation, telephone, radio and computer systems,
Internet and Intranet based systems, and software application systems. The
Department shall also provide operational support and services for this
information technology
(3) The Department shall construct and operate the City's shared information
technology infrastructure and establish standards therefor
(4) The Department shall develop and/or acquire new information technology
services as necessary m order to support the City's strategic directions and
operations.
Sec. 2-99. Executive Steering Committee.
An Executive Steering Committee, consisting of the Crty Manager and all Assistant City
Managers, is hereby established. The Executive Steering Committee shall from time to time (i)
review and oversee the development by the Department of information technology strategic
plans for the City; (ii) establish priorities for the implementation of the City's information
technology strategic plans, (iii) recommend adoption of final strategic plans by the City Council,
and (iv) provide general directions to the Department regarding information technology issues.
The Executive Steering Committee may adopt rules for the conduct of its business at the
discretion of the Crty Manager
SECTION 2.
Sections 2-100 through 2-110 are hereby reserved for future use.
SECTION 3.
This Ordinance shall be cumulative of all ordinances of the City, except where the
provisions of this Ordinance are m direct conflict with the provisions of such other ordinances, m
which case the conflicting provisions of such other ordinances are hereby repealed.
SECTION 4.
The sections, paragraphs, sentences, clauses and phrases of this Ordinance are severable.
If any portion of this Ordinance is declared illegal or unconstitutional by the valid final judgment
or decree of any court of competent ~unsdiction, such illegality or unconstitutionality shall not
affect the legality and enforceability of any of the remaining portions of this Ordinance.
SECTION 5.
This Ordinance shall be m full force and effect following its adoption.

TECHNOLOGY SOLUTIONS DEPARTMENT
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance amending Article IV of Chapter 2
of the City Code to establish the creation of an Information Technology Solutions Department and
outline the organization and duties thereof
DISCUSSION
The Information Systems and Services (ISS) Department has taken on new roles over the last two
years Now, unlike most departments, it operates as an internal business unit supplying services and
goods to customer departments and organizations external to the City on afee-for-service basis This
change has required the department to re-think its organizational structure in an effort to minimize
overhead and direct more staff to frontline customer support functions In its transformation into a
business, ISS has determined that it also needs to re-craft its image
The attached ordinance formally creates an Information Technology Solutions (IT Solutions)
Department out of the old ISS Department and specifies the department's duties Additionally, it
creates an Executive Steering Committee to serve as a means for the department to develop
technology priorities to meet City Council objectives All duties for the department specified in the
ordinance are already being performed by the department under the authority of several Department
Head Letters from the City Manager's Office
The department's new name will reflect its direction to provide technology solutions that assist customer
departments to better provide their services to the public All customer-facing operations are now
centralized into a single Customer Services Division to ensure consistency and a single point of
management responsibility Formerly, these functions were distributed among the three major
departmental operating units The three operating units, supplemented by other positions gained from
the reorganization, were redesigned into six basic operating functions focused around particular
technologies This provides for very clear responsibilities for each unit and reduces administrative
overhead by making former administrative managers into working managers
Overall, the goal is a streamlined organization that is styled like a business with a new identity to
supplement its new service directions The attached ordinance codifies the new department name and
responsibilities and provides it with a technology priority-setting mechanism
